For sale: a seized property with a building to be demolished by online auction on Huutokaupat.com between 3 July 2026 and 5 August 2026.
Terms of Sale
The lot is sold by competitive bidding in an online auction held on the www.huutokaupat.com website between 3 July and 5 August 2026. Participation in the auction requires registration. The deadline for submitting bids ends on 5 August 2026 at 12:00 or three minutes after the last accepted bid.
The Enforcement Authority is not responsible for the service provider's system availability. The highest bid is the offer that the service provider's system has accepted as highest. The enforcement officer will decide separately whether to accept or reject the highest bid.
Bids placed in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the announced payment period. Failure to pay the offered purchase price may lead to the buyer's liability for compensation under Chapter 5, Section 25 of the Enforcement Code.
If it is not possible to submit purchase offers via the Huutokaupat.com service, a prospective buyer may submit a written offer to the enforcement authority, which will be attached to the online auction as the maximum bid for the automatic increase. The written offer must be signed and must include the bidder's contact details, the maximum amount of the offer and the Huutokaupat.com item number to which the offer relates. A written purchase offer is binding and the same conditions apply as in the online auction. The offer must be submitted no later than 4 August 2026 at 10:00 to the Enforcement Authority's Kouvola office, Vuorikatu 1, 45100 Kouvola, or by e-mail to kouvola.realisointi.uo@oikeus.fi.
The enforcement authority reserves the right to end the sale or extend the sale period.
If the highest offer is accepted, the buyer must immediately pay a 20% deposit of the purchase price to the Enforcement Authority's official account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the maker of the highest accepted bid. The highest bidder must state on whose behalf the bid was made; otherwise the highest bidder will be regarded as the buyer. Notification of acceptance or rejection of an offer will always be given separately.
A final payment period of up to six weeks may be granted if necessary. Any payment period will be announced separately. If an extension is granted, annual interest will be charged on the full purchase price in accordance with section 3(2) of the Interest Act for the entire agreed payment period from the sale date until the end of the payment period. If no payment period is granted, the purchase price must be paid without delay after acceptance of the offer. If payment is not made within the specified time, the buyer must pay default interest on the full purchase price in accordance with section 4(1) of the Interest Act until the purchase price is paid or a new sale has been completed.
The residential building has suffered extensive fire damage. The building is sold as demolition‑required. The City of Kouvola has not yet issued any binding decision to demolish or repair the building. See additional information in the attached sales brochure. Prospective buyers are advised to familiarise themselves carefully with the property, the sales brochure and the attached documents before submitting a bid. The property has no electricity connection. According to Kymenlaakson Sähkö Oy, a new 3x25 A connection starts from €2,733, including VAT 25.5%.
Kymen Vesi Oy connection: the water meter has been removed from the property and the service pipe closed. The new owner must order installation of a water meter; the cost according to Kymen Vesi Oy's price list is €267.21.
The air-to-water heat pump shown in the sales photos, of which the Enforcement Authority has no information about operability, is not included in the sale (the photo shows only the outdoor unit). The pump belongs to a third party and that third party has notified that it will remove the pump from the property.
The assets are seized and sold by free sale conducted by the enforcement officer, following, as applicable, the general auction terms laid down in the Enforcement Code.
The State has a pre-emptive right to purchase the property if acquisition is necessary for national defence, border control or border security or to ensure or safeguard regional integrity (Act on the State's Pre-emptive Right in Certain Areas 29 March 2019/469).
Persons outside the EU and EEA may acquire property in the territory of the Republic of Finland only if a permit for the acquisition is granted (Act on the Permit Requirement for Certain Acquisitions of Real Estate 29 March 2019/470).
