City of Kokkola / Urban Environment – City Facilities and the buyer undertake to record all offers in the system. The property may only be sold to the highest bidder recorded in the system.

Bids made in the auction are binding. If a bid is accepted, the bidder must pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may lead to liability for damages.

If the highest binding bidder makes an unjustified offer, they must pay a penalty to the seller within 3 days: 20% of the auction price or at least €3,000.

The competent authority of the City of Kokkola reserves the right to accept or reject the highest bid. The final highest offered purchase price requires approval by the City Board of Kokkola and a separate sales decision.
