Terms of Sale

The property is sold in an online auction on www.huutokaupat.com from 21 May to 10 June 2026. Participation requires registration. The deadline for submitting bids ends on 10 June 2026 at 13:00 (or 3 minutes after the last accepted bid).


The Enforcement Authority is not responsible for the service provider's system performance. The highest bid is the one the provider's system has accepted as highest. The enforcement officer decides whether to accept or reject the highest bid. Bids made in the online auction are binding. If a bid is accepted, the bidder must pay the offered purchase price within the agreed payment period. Failure to pay may lead to the buyer's liability for damages under Chapter 5, Section 25 of the Enforcement Code.


The enforcement authority reserves the right to end the sale or to extend the sale period.

Payment terms


The enforcement officer will inform the highest bidder whether the bid can be accepted. If the bid can be accepted, the buyer pays the full purchase price by bank transfer to the Enforcement Authority's official escrow account. Once the payment is visible on the account, the enforcement officer issues a sales decision which will be delivered to the parties. The purchase price cannot be paid by credit card.


Deposit: If the full purchase price is not paid immediately, the buyer must immediately pay a deposit of 20% of the purchase price.


Payment period: If the highest bid is accepted, the enforcement officer may, if necessary, grant up to six weeks' payment time for the balance from the date of the sales decision. The payment period must be agreed separately. If the payment period is not used, the purchase price must be paid immediately after acceptance. If a payment period is used, annual interest on the full purchase price is charged under section 3(2) of the Interest Act for the whole payment period from the date of the sales decision until the end of the payment period. If payment is not made on time, the buyer must pay default interest on the full purchase price under section 4(1) of the Interest Act until the purchase price is paid or a new sale is carried out.


Buyer’s obligations


The buyer must pay the transfer tax of 1.50% of the total of the purchase price and the outstanding company receivables and charges and the company loan attributable to the flat. The transfer tax is paid to the tax authority. The buyer must present proof of payment of the transfer tax before the share certificate is handed over and the deed of sale is issued.


The buyer is obliged to apply to the National Land Survey for registration of ownership of the shareholder flat within 2 months of signing the deed of sale. The Enforcement Authority will hand over the paper share certificate with transfer entries to the buyer together with the deed of sale; the buyer must submit it to the National Land Survey for cancellation when registering ownership. The National Land Survey charges a fee for registration, which is the buyer's responsibility.


Liabilities for company loan shares:
In addition to the cash purchase price, the buyer will assume company loan shares totalling €9,779.28 as at 31 March 2026. The receivable consists of a window renovation loan of €272.46, repaid as a capital charge of €34.20 per month, and a geothermal heating renovation of €9,506.82, repaid as a capital charge of €126.16 per month.


The company loan share attributable to the flat remains payable by the buyer and will not be paid from the purchase price.


Taking the apartment from the housing company's possession:

The apartment was taken into the housing company's possession for three years by a decision of the general meeting on 31 October 2024. The possession decision gives the housing company the right to rent the apartment to cover arrears of charges and other payments. Under section 7 of chapter 8 of the Housing Companies Act, the new owner of the sold shares obtains possession of the apartment when they pay the company all the due amounts for which rent from the apartment could be used under section 6(2) of chapter 8. These amounts consist of unpaid company charges and other payments that are the basis for the company's taking possession and of any charges and other payments that fall due during the possession period. According to the property manager's certificate, unpaid charges amount to €9,827.78 as at 31 March 2026. The amount changes monthly. The buyer must clarify the arrears of charges and pay them directly to the housing company. They are not paid out of the purchase price paid to the Enforcement Authority.


The buyer must ensure the fulfilment of the apartment-related obligations owed to the housing company. Bids in the online auction must take these aspects into account.

The bid will be connected to the online auction as a maximum bid via the bid increment system. The bid must be submitted in writing to the Enforcement Authority no later than 9 June 2026 at 12:00 to the address Utsökningsverket / Kemi verksamhetsställe, Valtakatu 28 4 krs, 94100 Kemi. A written bid is binding and is subject to the same terms as the online auction. The written bid must be signed and must state the bidder's contact details, the maximum amount of the bid and the number of the object in the Huutokaupat.com service to which the bid relates.
