The lot is sold in an online auction with bidding on the website www.huutokaupat.com during the period 8 June 2026–8 July 2026. Participation in the auction requires registration. The deadline for submitting bids expires on 8 July 2026 at 18:00 (or 3 minutes after the last accepted bid).

The Enforcement Authority is not responsible for the operation of the service provider’s system. The highest bid is the bid that the service provider’s system has recorded as the highest. The enforcement officer decides whether to accept or reject the highest bid. Bids made in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may lead to the buyer’s liability for compensation under Chapter 5, Section 25 of the Enforcement Code.

If registration is not possible, a written purchase offer may be submitted for the lot. A written offer must be delivered by post or e‑mail so that it is received by the Enforcement Authority no later than 6 July 2026 at 16:15. A written offer may also be submitted to the Enforcement Authority’s Oulu office at Torikatu 34–40, Oulu by the above deadline. The office customer service is open on weekdays 08:00–16:15. A written purchase offer must state the bidder’s name, personal identity number / business ID and contact details. A written offer will be entered into the online auction as a maximum bid. The person submitting a written offer is responsible for ensuring it is received by the deadline. A written offer is binding and is subject to the same conditions as bids in the online auction.

The enforcement authority reserves the right to end the sale or to extend the sale period.

The property has been seized and will be sold by private sale arranged by the enforcement officer in accordance with Chapter 5, Section 76 of the Enforcement Code and, where applicable, the general auction terms laid down in the Enforcement Code.

Payment terms

The enforcement officer will notify the bidder of the highest offer whether the bid can be accepted. If the bid can be accepted, the buyer shall pay the entire purchase price by bank transfer to the Enforcement Authority’s official account. When the payment is visible on the official account, the enforcement officer will issue the sale decision, which will be sent to the parties. The purchase price cannot be paid by credit card.

Deposit: If the full purchase price is not paid immediately, the buyer must nevertheless pay a deposit of 20% of the purchase price immediately.

Payment period: If necessary, a payment period of up to six weeks from the sale decision may be granted for the remainder of the purchase price. In that case, annual interest is payable on the whole purchase price for the entire payment period from the sale date until the end of the payment period. The reference rate is currently 2.50%. If payment is not made within the granted period, statutory default interest will be charged thereafter, which is currently 9.50% per annum.

Buyer's obligations

On transfer of ownership of the real estate, the buyer must pay the transfer tax of three per cent proactively before applying for title and at the latest within six months of signing the deed. The buyer is responsible for the costs of title registration and the transfer tax.

The sale includes a conditional water and sewer connection. To have the water connection transferred into their name, the buyer must pay any arrears related to the connection to the water company (Paavolan Vesi Oy). Arrears amount to €538.56 as of 16 April 2026. The plot valve was closed on 2 December 2024. Reopening the plot valve costs €52.00 + VAT 25.5% (€13.26), a total of €65.26.

The buyer is responsible for any fees related to the transfer of connection agreements.

The State has a pre‑emptive right in the sale of the property if acquisition is necessary for the purposes of national defence, border control or border security or to ensure or safeguard territorial integrity (Act on the State's Pre‑emptive Right in Certain Areas 29 March 2019/469).

Foreign persons defined by law have the right to acquire real estate on the territory of the State of Finland only if a permit for the acquisition is granted (Act on the State's Pre‑emptive Right in Certain Areas 29 March 2019/470).

If it is not possible to submit bids via the Huutokaupat.com service, a prospective buyer may submit a written bid to the enforcement officer. The bid will be connected to the online auction as a maximum bid according to the increment automation. The bid must be submitted in writing to the Enforcement Authority no later than 6 July 2026 at 16:15 at the address Ulosottolaitos / Enforcement Authority, PO Box 1, FI‑00067 Ulosottolaitos, or the Enforcement Authority’s Oulu office, Torikatu 34–40, Oulu, or oulu.realisointi.uo@oikeus.fi. A written bid is binding and the same conditions as in the online auction apply. The written bid must be signed and must state the bidder’s contact details, the bid’s maximum amount and the number of the lot on the Huutokaupat.com service to which the bid relates.
