Terms of Sale

How to submit bids

The object will be sold by incremental bids in an online auction on the website www.huutokaupat.com during the period 29 January 2026–17 February 2026. Participation in the auction requires registration. The deadline for submitting bids expires on 17 February 2026 at 18:00 or three minutes after the last accepted bid.


The Enforcement Authority is not responsible for the operation of the service provider's system. The highest bid is the bid that the service provider's system has registered as the highest. The enforcement officer will decide separately whether to accept or reject the highest bid.


Bids submitted in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may lead to the buyer's liability for compensation under Chapter 5, Section 25 of the Enforcement Code.


If it is not possible to place a bid via Huutokaupat.com, a prospective buyer may submit a written purchase offer to the enforcement authority, which will be attached to the online auction as a maximum bid in accordance with the automatic increment. The written offer must be signed and must state the bidder’s contact details, the maximum amount of the offer and the Huutokaupat.com object number to which the offer relates. The written offer is binding and is subject to the same terms as the online auction. The written offer must be submitted no later than 13 February 2026 at 12:00 to the Enforcement Authority, Oulu office, Torikatu 34–40, 90100 Oulu (open Mon–Fri 08:00–16:15), by e‑mail to oulu.realisointi.uo@oikeus.fi or by post to Enforcement Authority, PO Box 1, 00067 Ulosottolaitos.

Lowest acceptable bid

€1,558.40

The lowest acceptable bid includes enforcement costs and the sales fee. However, the enforcement officer must not accept the highest bid if, in the officer's opinion, it is clearly below the market value of the property in the locality. The lowest acceptable bid does not represent the market value of the object and does not mean the object will be sold at that price. In addition, a secured creditor who is the applicant has the right to prohibit the sale if their secured claim is not covered by the sale.


Payment terms

Deposit

The buyer must immediately pay a deposit equal to 20% of the purchase price into the Enforcement Authority's official account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the bidder whose highest bid has been accepted. The highest bidder must state on whose behalf the bid was made; otherwise the highest bidder will be regarded as the buyer.


Payment period

If the highest bid is accepted, the remaining purchase price may be granted a payment period of up to six weeks if necessary. If a payment period is not used, the purchase price must be paid immediately after acceptance of the bid. The use of a payment period must be agreed separately. If a payment period is used, annual interest shall be payable on the full purchase price in accordance with section 3(2) of the Interest Act for the whole agreed payment period from the date of sale until the end of the payment period.


If the payment period is not used, the purchase price must be paid immediately after acceptance of the bid.


If payment is not made within the specified time, the buyer must pay default interest on the full purchase price in accordance with section 4(1) of the Interest Act until the purchase price has been paid or a new sale has been delivered.


Obligations and rights transferred to the buyer and receivables related to the sold property

Buyer’s personal liability for previous owner’s maintenance fees and unpaid charges


Under the Housing Companies Act, the buyer is liable to the housing company (here the mutual property company) for the previous owner's unpaid maintenance charges and user fees, but only up to an amount equal to the total maintenance charges for the month in which ownership is transferred and the five months immediately preceding that month.


According to the manager's certificate of 17 October 2025 there are unpaid maintenance charges and user fees totalling €713.95 for the flat as at 15 October 2025. The buyer must himself ensure that obligations relating to the flat for which he is responsible are paid to the housing company (once the buyer has acquired ownership). Bids placed in the online auction should take these matters into account.


Liability for new maintenance charges

Under section 6 of chapter 3 of the Housing Companies Act, the new owner is responsible for new maintenance charges from the date of transfer of ownership.


Share of the housing company loan attributable to the flat

The buyer is liable to the housing company for any loan share attributable to the flat. According to the manager's certificate of 17 October 2025, there is no housing company loan share attributable to the flat.


Transfer tax

The buyer must pay a transfer tax of 1.5%. The tax is calculated on the total of the purchase price and the obligations transferred to the buyer, in accordance with the date of transfer of ownership.


Transfer of possession and ownership

The buyer will obtain a right of possession to the object under Chapter 5, Section 4 of the Enforcement Code when the purchase price has been paid in full, but must not use the property in a way that diminishes its value before he has also acquired ownership of the shares.


The buyer will acquire ownership when the purchase price has been paid in full, proof of payment of the transfer tax has been presented to the enforcement officer, the sales decision has become final and the enforcement officer has handed the deed of sale to the buyer.


After receiving the deed of sale the buyer must make a transfer tax return and submit proof of payment to the enforcement officer. The enforcement officer will then hand over the share certificate with transfer entries to the buyer or to a party designated by the buyer (e.g. the buyer’s bank).


Other information

The property is subject to enforcement seizure and is sold by private sale carried out by the enforcement officer in accordance with the applicable general auction terms in the Enforcement Code.
