Specific terms of sale

Method of submitting bids

The property is sold by ascending bids in an online auction held on the website www.huutokaupat.com from 15 October to 11 November 2026. Participation in the auction requires registration. The deadline for submitting bids is 11 November 2026 at 13:00, or two minutes after the last accepted bid.

The National Enforcement Authority Finland is not liable for the functionality of the service provider’s system. The highest bid is the bid that the service provider’s system has accepted as the highest. The enforcement officer will separately decide whether to accept or reject the highest bid.

If it is not possible to submit purchase offers through the Huutokaupat.com service, a prospective buyer may submit a written purchase offer to the enforcement authority, which will be added to the online auction as the maximum bid in accordance with the bidding agent. The written offer must be signed and must state the bidder’s contact details, the maximum bid and the item number on the Huutokaupat.com service to which the offer relates. A written purchase offer is binding and is subject to the same terms as bids submitted in the online auction. The offer must be submitted by 10:00 on 10 November 2026 to the Kouvola office of the National Enforcement Authority Finland, address: Vuorikatu 1, 45100 Kouvola, or by email to kouvola.realisointi@oikeus.fi.

Bids submitted in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the stated payment period. Failure to pay the offered purchase price may result in the buyer’s liability for compensation under Chapter 5, section 25 of the Enforcement Code.

The enforcement authority reserves the right to terminate the sale or extend the sales period.

Payment terms

Deposit

If the highest bid is accepted, the buyer must immediately pay a deposit equal to 20% of the purchase price into the National Enforcement Authority Finland’s official funds account. The deposit cannot be paid by credit card. The National Enforcement Authority Finland will contact the highest bidder whose bid has been accepted. The highest bidder must state on whose behalf the bid was made. Otherwise, the highest bidder will be deemed to be the buyer.

Payment of the remaining purchase price may, if necessary, be deferred until 2 December 2026. A request for an extension must be notified separately. If an extension is used, annual interest in accordance with section 3(2) of the Interest Act must be paid on the entire purchase price for the agreed payment period, from the date of sale until the end of the payment period. If no extension is used, the purchase price must be paid without delay after acceptance of the bid.

If payment is not made within the prescribed period, the buyer must pay late-payment interest in accordance with section 4(1) of the Interest Act on the entire purchase price until the price has been paid or a new sale has been conducted.

Other information

The buyer obtains possession of the property when the entire purchase price has been paid. The buyer may not use the property in a manner that reduces its value before receiving the deed of sale. The buyer obtains title to the property upon receiving the deed of sale. The deed of sale will be delivered once the entire purchase price has been paid and the sale has become final.

The property has been seized and is sold by a free sale conducted by the enforcement officer, applying, as appropriate, the general auction terms laid down in the Enforcement Code. The sales brochure is indicative and is not a comprehensive description of the property.

Buyers are advised to familiarise themselves thoroughly with the property, the sales brochure and the attached documents before submitting a bid.

Persons from outside the EU and EEA may acquire property in Finland only if a permit is granted for the acquisition (Act on Permit Requirements for Certain Property Acquisitions, 29 March 2019/470). The buyer is responsible for obtaining the permit and for the obligations arising from it. Further information is available on the website of the Ministry of Defence.
