The property will be sold at an online auction held on the website www.huutokaupat.com from 22.09.2026 to 18.10.2026. Participation in the auction requires registration. The deadline for submitting bids ends on 18.10.2026 at 18:00 (or 2 minutes after the last accepted bid).

The Enforcement Authority is not responsible for the functionality of the service provider’s system. The highest bid is the bid accepted as the highest by the service provider’s system. The enforcement officer decides whether the highest bid is accepted or rejected. Bids made in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may result in the buyer’s liability for damages pursuant to Chapter 5, Section 25 of the Enforcement Code.

If registration is not possible, a written purchase offer may be submitted for the property. The written offer must be delivered by post or email so that it is received by the Enforcement Authority no later than 15.10.2026 at 15:00. A written offer may also be submitted by the above deadline to the Enforcement Authority’s Oulu office at Torikatu 34-40, Oulu. The office customer service is open on weekdays from 8:00 to 16:15. The written purchase offer must state the bidder’s name, personal/business ID number and contact details. A written offer will be entered into the online auction as an increased bid. The person submitting the written offer is responsible for ensuring that the offer is received by the stated deadline. A written purchase offer is binding, and the same terms apply as in the online auction.

The enforcement authority reserves the right to end the sale or extend the sale period.

The property has been distrained and is sold by open sale conducted by the enforcement officer in accordance with Chapter 5, Section 76 of the Enforcement Code and, where applicable, the general auction terms laid down in the Enforcement Code.

Payment terms

The enforcement officer will inform the bidder of the highest purchase offer whether the offer can be accepted. If the offer can be accepted, the buyer shall pay the full purchase price by bank transfer to the Enforcement Authority’s official funds account. Once the payment has been credited to the official funds account, the enforcement officer will issue the sales decision, which will be delivered to the parties. The purchase price cannot be paid by credit card.

Deposit: Unless the full purchase price is paid immediately, the buyer must nevertheless pay 20% of the purchase price immediately as a deposit.

Payment period: If necessary, a payment period of up to six weeks from the sales decision may be granted for the remaining purchase price. In that case, annual interest must be paid on the full purchase price for the entire payment period from the date of sale until the end of the payment period. The reference rate is currently 2.50%. If payment has not been made within the granted payment period, annual default interest will thereafter be charged; it is currently 9.50%.

Obligations transferred to the buyer

Upon transfer of ownership of the real estate, the buyer must pay transfer tax of three per cent on their own initiative before applying for title registration and no later than six months from the signing of the deed of sale. The buyer is responsible for the costs of title registration and transfer tax.

The buyer is responsible for any fees arising from the transfer of connection agreements. The relevant shareholder has outstanding contribution debt to the cooperative (Halosenlahti Sewer Cooperative) in the amount of EUR 1,101.58. In addition, annual maintenance charges of EUR 95 remain unpaid.

The State has a pre-emption right in the sale of real estate if the acquisition of the property is necessary to safeguard national defence, border control or border security, or to monitor or safeguard territorial integrity (Act on the State’s Pre-emption Right in Certain Areas 29.3.2019/469).

Foreign persons as defined by law may acquire real estate in the territory of the Finnish State only if permission is granted for the acquisition (Act on the State’s Pre-emption Right in Certain Areas 29.3.2019/470).

If it is not possible to submit bids via Huutokaupat.com, the prospective buyer may submit a written bid to the enforcement officer. The bid is entered into the online auction as a maximum bid according to the bidding increment. The bid must be submitted in writing to the Enforcement Authority no later than 15.10.2026 at 15:00 at the address Enforcement Authority / Oulu office, Torikatu 30-40, 90100 Oulu or oulu.realisointi.uo@oikeus.fi. A written bid is binding and the same terms apply as in the online auction. The written bid must be signed and must state the bidder’s contact details, the maximum amount of the bid and the number of the item in Huutokaupat.com to which the bid relates.
