Terms of Sale

The lot is sold by successive bids in an online auction held on the www.huutokaupat.com website between 15 May and 7 June 2026. Participation in the auction requires registration. The deadline for submitting bids ends on 7 June 2026 at 18:00 or three minutes after the last accepted bid. The Enforcement Authority is not responsible for the service provider’s system. The highest bid is the bid that the service provider’s system has accepted as the highest. The enforcement officer

decides separately whether to accept or reject the highest bid.


Bids placed in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the stated payment period. Failure to pay the offered purchase price may lead to the buyer’s liability for compensation pursuant to Chapter 5, Section 25 of the Enforcement Code.


The Enforcement Authority is not responsible for the service provider’s system. The highest bid is the bid that the service provider’s system has accepted as the highest. The enforcement officer decides separately whether to accept or reject the highest bid.


If it is not possible to submit purchase offers via the Huutokaupat.com service, a prospective buyer may submit a written purchase offer to the enforcement authority, which will be attached to the online auction as a maximum offer in accordance with the automatic increase mechanism. The written

offer must be signed and must state the bidder’s contact details, the maximum amount of the offer and the Huutokaupat.com lot number to which the offer relates. A written purchase offer is binding and the same conditions as for the online auction apply to it. The offer must be submitted no later than 10:00 on 5 June 2026 to the Kouvola office of the Enforcement Authority, address Vuorikatu 1, 45100 Kouvola, or by e‑mail to kouvola.realisointi.uo@oikeus.fi.


The enforcement authority reserves the right to end the sale or to extend the sale period.


If the highest bid is accepted, the buyer must immediately pay a 20% deposit of the purchase price to the Enforcement Authority’s official account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the bidder whose bid has been accepted. The highest bidder must state on whose behalf the bid was made; otherwise the highest bidder will be regarded as the buyer. Notification of acceptance or rejection of a bid will always be given separately.


If necessary, up to six weeks’ payment time may be granted for the remainder of the purchase price. Any payment time will be stated separately. If payment time is granted, annual interest shall be payable on the whole purchase price pursuant to section 3(2) of the Interest Act for the agreed payment period from the date of sale until the payment period ends. If no payment time is granted, the purchase price must be paid without delay after acceptance of the bid. If payment is not made within the prescribed time, the buyer must pay default interest

on the whole purchase price pursuant to section 4(1) of the Interest Act until the purchase price has been paid or the property has been resold.


The property is under distraint and will be sold by free sale conducted by the enforcement officer, observing, as applicable, the general auction terms laid down in the Enforcement Code.


The buyer must make their own assessment of the condition of the buildings and any necessary repairs, taking into account at least their own inspection observations. The lot should therefore be inspected. The sales brochure is indicative and is not a comprehensive description of the lot. The property includes a detached house, a sauna building and a barbecue shelter.


The residential building has been without heating and, according to the owner, water pipes have frozen and may have broken as a result. The actual condition of the pipework and structures is unknown. At some point water has also flowed into the cellar from the slope, causing water damage. The building is not habitable and will require a full renovation or demolition. Water supply and sewage are currently not functioning. According to the owner, giant hogweed grows on the property; it is an injurious invasive species that must be eradicated. The plant’s sap is poisonous and in sunlight causes burn-like injuries to the skin.


The residential building has, among other things, been without heating and it is sold as suitable for demolition or in need of extensive renovation. Buyers are advised to familiarise themselves carefully with the lot, the sales brochure and the attached documents before making an offer.


Obligations and rights transferred to the buyer

Väliväylä Water Utility Cooperative. The connection is not in use. Outstanding charges to be paid by the buyer currently amount to €40. KSS Energia Oy connection, 3×25 A, remote‑read meter. According to KSS Energia Oy’s notification of 7 May 2026, there are no arrears on the connection. The connection can, however, be transferred to the buyer only after any possible arrears have been paid. The property belongs to the Puho‑Karhula private road. The 2025 road fee is €82.35 (basic fee €25 + unit fee €57.35).


The State has a pre‑emption right in the sale of the property if acquisition is necessary to ensure national defence, border control or border security, or to monitor or secure territorial integrity (Act on the State’s Pre‑emption Right in Certain Areas 29 Mar 2019/469).


Persons outside the EU and EEA may acquire real estate in the territory of Finland only if a permit is granted (Act on the Requirement of a Permit for Certain Acquisitions of Real Estate 29 Mar 2019/470). The buyer is responsible for obtaining the permit and for any obligations arising from it. More information is available on the Ministry of Defence’s website.
