Specific terms of sale

How to submit bids

The lot is sold by incremental bids in an online auction held on the website www.huutokaupat.com. Participation in the auction requires registration. The deadline for submitting bids ends on 4 June 2026 at 18:00 or three minutes after the most recent bid.


The Enforcement Authority is not responsible for the service provider's system. The highest bid is the bid the service provider's system has registered as highest. The enforcement officer will decide separately whether to approve or reject the highest bid.


If it is not possible to submit purchase bids via the Huutokaupat.com service, a prospective buyer may submit a written purchase offer to the enforcement authority, which will be attached to the online auction as a maximum bid according to the automatic increment. The written offer must be signed and must show the bidder's contact details, the maximum offer amount and the Huutokaupat.com lot number to which the offer relates. A written purchase offer is binding and the same terms as for the online auction apply. The offer must be submitted no later than 2 June 2026 at 16:15 to the Enforcement Authority's Oulu office, Torikatu 34–40, 90100 Oulu, or by e‑mail to oulu.realisointi.uo@oikeus.fi.


The enforcement authority reserves the right to end the sale or to extend the sale period.


Buyer’s liability to compensate

Bids made in the online auction and in writing are binding. If an offer is accepted, the bidder is obliged to pay the offered purchase price within the stated payment period. Failure to pay the offered purchase price may lead to the buyer's liability to compensate under Chapter 5, Section 25 of the Enforcement Code.

The minimum acceptable bid includes the estimated enforcement costs. However, the enforcement officer may not accept the highest bid if they consider the bid to be clearly below the market value of the property in the area.


Payment terms


Deposit

The buyer must immediately pay a deposit of 20 per cent of the purchase price to the Enforcement Authority's official deposit account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the maker of the highest bid once the bid has been accepted. The maker of the highest bid must state on whose behalf the bid was made; otherwise the maker of the highest bid will be considered the buyer.


Payment period

If necessary, a maximum payment period of six weeks may be granted for the remaining purchase price. The payment period will be notified separately. If a payment period is used, annual interest under section 3(2) of the Interest Act shall be charged on the whole purchase price for the agreed payment period from the date of sale until the end of the payment period.


If no payment period is granted, the purchase price must be paid immediately after the offer is accepted.


If payment is not made within the time limit, the buyer must pay default interest under section 4(1) of the Interest Act on the whole purchase price until it is paid or a new sale is completed.


Obligations and rights transferred to the buyer

The buyer is responsible for any charges arising from the transfer of connection contracts.


Receivables related to the sold property

Oulun Vesi water utility €270.98 (incl. stormwater fee €60.01) as at 12 March 2026.

Oulun Energia electricity network €143.78 as at 12 March 2026.

The City of Oulu land rent receivables as at 12 March 2026 amount to €344.37. The contract does not contain a clause making the new tenant liable for the previous owner's arrears.


The amount of receivables encumbering the connections may change during the sales process. These receivables are not paid from the purchase price of the property.


Encumbrances

Pledge rights on the sold property will lapse and mortgages will remain in force. Electronic mortgage deeds (6 items totalling €123,525.00) will be transferred to the buyer or to the buyer's nominee.


Registration of ownership and payment of transfer tax

The buyer must apply for registration of the transfer of the leasehold at the National Land Survey within six months of the date of the deed. The buyer must pay the transfer tax voluntarily no later than when applying for title. The transfer tax is 3% of the purchase price.


Vacating

If the debtor continues to use the sold premises or stores property there, the buyer has the right to request assistance from the enforcement officer to carry out an eviction after the buyer has paid the purchase price. The eviction will follow, as appropriate, the provisions of the Enforcement Code on eviction. The moving date shall be set so that, without good reason, it is not earlier than one week and not later than two weeks from the day the moving notice is received.


In the eviction procedure, the buyer may be permitted to deal with low‑value and worthless movable property as they wish. The buyer must be prepared to bear any costs arising from the enforcement of the eviction. In practice, the buyer should expect that if movable property has been left in the premises, cleaning and disposal of such items will be carried out at the buyer's expense.


Transfer of possession and ownership

The buyer obtains possession of the lot once the whole purchase price has been paid. The buyer must not use the property in a way that reduces its value before receiving the deed. The buyer obtains ownership of the lot on receipt of the deed. The deed will be delivered once the whole purchase price has been paid and the sale has become final.


Other information

The property has been seized and is sold by the enforcement officer by private sale in accordance with section 76 of Chapter 5 of the Enforcement Code and, where applicable, the general auction terms laid down in the Enforcement Code. Buyers are advised to familiarise themselves carefully with the lot, the sales brochure and the documents annexed before making an offer.


The State has a pre‑emption right in the purchase of property if acquiring the property is necessary for national defence, border control or border security, or for monitoring or safeguarding territorial integrity (Act on the State's pre‑emption right in certain areas 29 March 2019/469).


Persons outside the EU and EEA may acquire real estate in the territory of the State of Finland only if a permit has been granted (Act on the permissibility of certain acquisitions of real estate 29 March 2019/470). Appeals

An enforcement appeal against the sale and the act related to or prior to the sale must be made within three weeks from the date of sale. Instructions on how to appeal are attached to the sale decision.
