The National Enforcement Authority Finland is not responsible for the functioning of the service provider’s system. The highest bid is the bid that the service provider’s system has accepted as the highest. The enforcement officer decides whether to accept or reject the highest bid. Bids made in the online auction are binding. If a bid is accepted, the bidder must pay the offered purchase price within the agreed payment period. Failure to pay may result in the buyer’s liability for compensation under Chapter 5, section 25 of the Enforcement Code.
If registration is not possible, a written purchase offer may be submitted. Email: oulu.realisointi.uo@oikeus.fi; postal address: National Enforcement Authority Finland, Raahe office, Kummatinkatu 6, 92150 Raahe. A written offer will be entered in the online auction as an incremental bid. The submitter is responsible for ensuring that the offer arrives by the deadline. Payment terms
The enforcement officer will inform the highest bidder whether the bid can be accepted. If it can be accepted, the buyer must pay the full purchase price by bank transfer to the National Enforcement Authority’s official client funds account. Once the payment is visible in that account, the enforcement officer will issue a sale decision, which will be delivered to the parties concerned. The purchase price cannot be paid by credit card.
Deposit: If the full purchase price is not paid immediately, the buyer must nevertheless pay 20% of the purchase price immediately as a deposit.
Payment period: If necessary, a payment period of up to six weeks from the sale decision may be granted for the balance of the purchase price. In that case, annual interest is payable on the full purchase price for the entire period, from the date of sale until the end of the payment period. The reference rate is currently 2.50%. If payment has not been made within the granted period, annual default interest will thereafter be charged; this is currently 9.50%.
Obligations transferred to the buyer
The sale conditionally includes an Elenia electricity connection and a Haapajärven Vesi Oy water connection. In addition to the property’s purchase price, the buyer must pay all outstanding amounts relating to the connections in order to have them transferred into the buyer’s name.
- According to Elenia’s notification dated 22/09/2026, arrears relating to the electricity connection amounted to €167.80.
- According to Haapajärven Vesi Oy’s notification, outstanding amounts relating to the water connection amounted to €335.46 as at 22/09/2026.
The amount of the outstanding sums may change during the sales procedure.
Any fees arising from the transfer of the connection agreements are also payable by the buyer.
