Terms of Sale

The property will be sold by ascending bids in an online auction held on www.huutokaupat.com between 26 October and 11 November 2026. Registration is required to participate. The deadline for bids is 11 November 2026 at 18:00, or two minutes after the last accepted bid.

The National Enforcement Authority Finland is not responsible for the functioning of the service provider’s system. The highest bid is the bid that the service provider’s system has accepted as the highest. The enforcement officer will separately decide whether to accept or reject the highest bid.

If it is not possible to submit a bid through the huutokaupat.com service, a prospective buyer may submit a written bid to the enforcement officer, which will be added to the online auction as a maximum bid under the automatic bidding system. The bid must be delivered by 5 November 2026 at 16:15 at the latest, either by post to the National Enforcement Authority Finland at PO Box 1, 00067 National Enforcement Authority Finland, by leaving a written bid at the Oulu office at Torikatu 34–40, 90100 Oulu (open Mon–Fri 08:00–16:15), or by email to oulu.realisointi.uo@oikeus.fi. The person submitting a written bid is responsible for ensuring that it arrives by the deadline. A written bid is binding and is subject to the same terms as the online auction. The written bid must be signed and state the bidder’s contact details, the maximum bid and the item number on the huutokaupat.com service to which the bid relates.

The enforcement authority reserves the right to end the sale or extend the sale period.

Terms of payment

The enforcement officer will inform the highest bidder whether the bid can be accepted. If the bid can be accepted, the buyer shall pay the full purchase price by bank transfer to the National Enforcement Authority Finland’s official account. Once the payment is visible in the official account, the enforcement officer will issue a sale decision, which will be delivered to the parties concerned. The purchase price cannot be paid by credit card.

Deposit: If the full purchase price is not paid immediately, the buyer must nevertheless pay 20% of the purchase price immediately as a deposit.

Payment period: If necessary, the balance of the purchase price may be granted a payment period of no more than six weeks from the sale decision. In that case, annual interest is payable on the full purchase price for the entire payment period, from the date of sale until the end of the payment period. The reference rate is currently 2.50%. If payment has not been made within the granted payment period, annual late-payment interest will thereafter be charged, currently at 9.50%.

Obligations and rights transferred to the buyer

The sale conditionally includes an electricity connection of 3 × 25 A. To transfer the electricity connection into their name, the buyer must pay the electricity company (Oulun Energia) any arrears relating to the connection. Arrears relating to the connection amounted to €10.80 as at 16 October 2026.

The sale conditionally includes water and sewer connections. To transfer the connections into their name, the buyer must pay the water utility (Oulun Vesi) any arrears relating to the connection. The buyer is responsible for any fees arising from the transfer of the connection agreements.

Applying for title registration and paying transfer tax

The buyer must apply to register title to the acquisition within six months of the date of the deed of sale. The buyer must pay the transfer tax on their own initiative no later than when applying to register title. The transfer tax is 3% of the purchase price.
