Special terms of sale
Method of submitting bids
The property will be sold by incremental bids in an online auction held on www.huutokaupat.com from 16 October to 8 November 2026. Registration is required to participate. The deadline for bids is 8 November 2026 at 18:00 or two minutes after the last accepted bid.
The National Enforcement Authority Finland is not responsible for the functionality of the service provider’s system. The highest bid is the bid that the service provider’s system has accepted as the highest. The enforcement officer will separately decide whether to accept or reject the highest bid.
If it is not possible to submit purchase bids through the Huutokaupat.com service, a prospective buyer may submit a written purchase bid to the enforcement authority, which will be included in the online auction as the maximum bid according to the automatic bidding system. The written bid must be signed and state the bidder’s contact details, the maximum bid amount and the Huutokaupat.com item number to which the bid relates. A written purchase bid is binding and is subject to the same terms as an online auction bid. The bid must be submitted by 4 November 2026 at 16:00 to the National Enforcement Authority Finland’s Kouvola office, address: Vuorikatu 1, 45100 Kouvola, or by email to kouvola.realisointi@oikeus.fi.
Bidders are requested to carefully review the attached condition inspection report and other attached documents, and inspect the property during its viewing before submitting a bid.
Bids submitted in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the stated payment period. Failure to pay the offered purchase price may result in the buyer’s liability for compensation under Chapter 5, section 25 of the Enforcement Code.
The enforcement authority reserves the right to terminate the sale or extend the sale period.
Payment terms
Deposit
If the highest bid is accepted, the buyer must immediately pay 20% of the purchase price as a deposit into the National Enforcement Authority Finland’s official funds account. The deposit cannot be paid by credit card. The National Enforcement Authority Finland will contact the bidder whose highest bid has been accepted. The highest bidder must state on whose behalf the bid was made. Otherwise, the highest bidder will be deemed to be the buyer.
If necessary, the balance of the purchase price may be granted a payment period until 30 November 2026. A request to use the payment period must be submitted separately. If the payment period is used, annual interest under section 3(2) of the Interest Act must be paid on the entire purchase price for the agreed payment period from the date of sale until the payment period ends. If the payment period is not used, the purchase price must be paid without delay after acceptance of the bid.
If payment is not made within the prescribed period, the buyer must pay default interest under section 4(1) of the Interest Act on the entire purchase price until the purchase price has been paid or a new sale has been conducted.
Other information
The buyer obtains the right of possession of the property when the entire purchase price has been paid. Before receiving the deed of sale, the buyer may not use the property in a manner that reduces its value. The buyer obtains title to the property upon receiving the deed of sale. The deed of sale will be handed over once the entire purchase price has been paid and the sale has become final.
The property has been foreclosed and will be sold by the enforcement officer through a free sale, applying as appropriate the general auction terms laid down in the Enforcement Code. The sales brochure is indicative and is not a comprehensive description of the property.
Buyers are urged to carefully inspect the property, sales brochure and attached documents before making a bid.
The State has a right of pre-emption in the sale of real estate if acquiring the property is necessary to ensure national defence, border control or border security, or to monitor or safeguard territorial integrity (Act on the State’s Right of Pre-emption in Certain Areas, 29 March 2019/469).
Persons from outside the EU and EEA may acquire real estate in Finland only if permission is granted for the acquisition (Act on Permit Requirements for Certain Real Estate Acquisitions, 29 March 2019/470). The buyer is responsible for obtaining the permit and fulfilling the obligations arising from it. Further information is available on the Ministry of Defence website.
