Terms of Sale

Method of submitting bids

The property is sold by ascending bids in an online auction held on www.huutokaupat.com from 4 November to 25 November 2026. Registration is required to participate. The deadline for bids is 18:00 or two minutes after the last accepted bid.

The National Enforcement Authority Finland is not responsible for the functionality of the service provider’s system. The highest bid is the bid accepted as the highest by the service provider’s system. The enforcement officer will separately decide whether to accept or reject the highest bid.

If it is not possible to submit bids through Huutokaupat.com, a prospective buyer may submit a written bid to the enforcement authority. This will be included in the online auction as a maximum bid in accordance with the automatic increment system. The written bid must be signed and state the bidder’s contact details, maximum bid and the item number on Huutokaupat.com to which the bid relates. A written bid is binding and is subject to the same terms as the online auction. The bid must be submitted by 23 November 2026 at 12:00 to the Jyväskylä office of the National Enforcement Authority Finland, Vapaudenkatu 54, 40100 Jyväskylä, or by email to jyvaskyla.realisointi.uo@oikeus.fi.

The enforcement authority reserves the right to end the sale or extend the bidding period.

Buyer’s liability for compensation

Bids submitted in the online auction are binding. If a bid is accepted, the bidder must pay the offered purchase price within the stated payment period. Failure to pay the offered purchase price may result in the buyer’s liability for compensation under Chapter 5, section 25 of the Enforcement Code.

Payment terms

Deposit

The buyer must immediately pay a deposit equal to 20% of the purchase price into the National Enforcement Authority Finland’s official account. The deposit cannot be paid by credit card. The National Enforcement Authority Finland will contact the highest bidder whose bid has been accepted. The highest bidder must state on whose behalf the bid was made. Otherwise, the highest bidder will be deemed the buyer.

Payment period

A payment period of up to six weeks may be granted for the balance of the purchase price. The payment period will be stated separately. If a payment period is used, annual interest under section 3(2) of the Interest Act must be paid on the entire purchase price for the agreed period, from the date of sale until the end of the payment period.

If no payment period is used, the purchase price must be paid without delay after acceptance of the bid.

If payment is not made within the prescribed period, the buyer must pay default interest under section 4(1) of the Interest Act on the entire purchase price until it has been paid or a new sale has been conducted.

Obligations and rights transferred to the buyer
The buyer is responsible for any charges arising from the transfer of connection agreements.

Mortgages

Pledge rights relating to the property sold will lapse, while registrations of mortgages will remain in force.

Electronic mortgage deeds will be transferred to the buyer or a person designated by the buyer.

Paper mortgage deeds will be converted into electronic form, and electronic mortgage deeds will be handed over to the buyer or a person designated by the buyer.

Applying for title registration and paying transfer tax

The buyer must apply for title registration within six months of the date of the deed of sale. The buyer must pay the transfer tax on their own initiative no later than when applying for title registration. The transfer tax is 3% of the purchase price.

The district bailiff will submit a notification of the transfer of the property to the National Land Survey of Finland.

Vacating the property

If the debtor uses the premises sold or stores property on the premises, the buyer may request official assistance from the enforcement officer to carry out an eviction after the buyer has paid the purchase price. The eviction will, where applicable, follow the provisions of the Enforcement Code concerning eviction. The moving date will be set so that, without a compelling reason, it is no earlier than one week and no later than two weeks from receipt of the removal notice.

In eviction proceedings, the buyer may be authorised to deal as they wish with low-value or worthless movable property. The buyer must be prepared to pay any costs arising from enforcement of the eviction. In practice, if movable property remains at the property, the buyer must be prepared to bear the cost of cleaning the property and disposing of the movable property.

Transfer of possession and ownership

The buyer obtains possession of the property sold once the entire purchase price has been paid. The buyer may not use the property in a way that reduces its value before receiving the deed of sale. The buyer obtains ownership of the property upon receiving the deed of sale. The deed of sale will be handed over once the entire purchase price has been paid and the sale has become final.

Other information

The property has been seized and is sold by a sale conducted by the enforcement officer, applying, where applicable, the general auction terms laid down in the Enforcement Code. The sales brochure is indicative and does not provide a comprehensive description of the property sold.

Prospective buyers are urged to familiarise themselves thoroughly with the property, the sales brochure and the attached documents before submitting a bid.

The State has a right of pre-emption in the sale of property if acquiring the property is necessary to ensure national defence, border control or border security, or to monitor or safeguard territorial integrity (Act on the State’s Right of Pre-emption in Certain Areas, 29 March 2019/469).

Persons from outside the EU and EEA may acquire property in Finland only if permission is granted for the acquisition (Act on Permit Requirements for Certain Real Estate Acquisitions, 29 March 2019/470). The buyer is responsible for obtaining the permit and for the obligations arising from it. Further information is available on the Ministry of Defence’s website.

Appeals

An enforcement appeal against the sale or an act connected with or preceding the sale must be lodged within three weeks of the sale. Instructions for appealing will be attached to the sale decision.
