Terms of sale
The property is sold by ascending bids in an online auction held on www.huutokaupat.com. Registration is required to participate. The deadline for bids is 2 December 2026 at 18.00, or two minutes after the last accepted bid.
The National Enforcement Authority Finland is not responsible for the functionality of the service provider’s system. The highest bid is the bid accepted as the highest by the service provider’s system. The enforcement officer separately decides whether to accept or reject the highest bid.
Bids submitted in the online auction are binding. If a bid is accepted, the bidder must pay the offered purchase price within the agreed payment period. Failure to pay may result in the buyer’s liability for compensation under Chapter 5, section 25 of the Enforcement Code.
The enforcement authority reserves the right to end the sale or extend the bidding period.
If registration is not possible, a written purchase offer may be submitted. It must arrive at the National Enforcement Authority Finland no later than 30 November 2026 at 12.00. Email: oulu.realisointi.uo@oikeus.fi; postal address: National Enforcement Authority Finland, Oulu office, Torikatu 34–40, 90100 Oulu. The offer may also be delivered to the Oulu office by the deadline. Customer service is open on weekdays from 08.00–16.15. The written offer must state the bidder’s name, personal identity code/business ID and contact details. A written offer will be entered in the online auction as an ascending bid. The person submitting it is responsible for its timely arrival. The written offer is binding and subject to the same terms as the online auction.
The property has been seized and is sold by private sale arranged by the enforcement officer, applying, where appropriate, the general auction terms laid down in the Enforcement Code.
Payment terms
The enforcement officer will notify the highest bidder whether the bid can be accepted.
If it can be accepted, the buyer must pay the full purchase price by bank transfer to the National Enforcement Authority’s official client funds account. Once the payment is visible in the account, the enforcement officer will make the sale decision and deliver it to the parties concerned. The purchase price cannot be paid by credit card.
Deposit: If the full purchase price is not paid immediately, the buyer must nevertheless pay 20% of the purchase price immediately as a deposit.
Payment period: A payment period may be granted for the balance, if necessary, but for no longer than six weeks from the sale decision. Annual interest is then payable on the full purchase price for the entire period, from the date of sale until the end of the payment period. If payment has not been made within the granted period, annual default interest will be charged thereafter.
Obligations and rights transferred to the buyer
Obtaining possession of an apartment under the housing company’s control and liability for the previous owner’s unpaid maintenance charges: At its general meeting on 14 March 2025, the company decided to take the apartment under its control for three years. Under the Housing Companies Act, the new owner has the right to obtain possession before the control period ends if the buyer pays the costs arising from taking the apartment under control, any costs incurred by the company for repairing the apartment, unpaid maintenance charges and the charges falling due for payment by the shareholder during the control period. According to the property manager, the company’s receivables amounted to €4,752.78 as at 26 October 2026. At the time ownership of the shares is transferred, the aforementioned unpaid charges, expenses and costs, including default interest, may be higher.
Housing company loans
The shares are not subject to any housing company loan.
The above receivables remain payable by the new buyer and will not be paid from the purchase price.
The buyer must independently ensure that the obligations relating to the apartment for which they are responsible are paid to the housing company. Bids in the online auction must take these matters into account.
Transfer tax
The buyer is liable to pay transfer tax of 1.5%. The tax is calculated on the total purchase price and obligations transferred to the buyer, according to the date of transfer of ownership.
Vacating
The apartment was taken under the company’s control for three years by a general meeting decision dated 14 March 2025. The apartment is not let and is currently vacant.
The new owner has the right under the Housing Companies Act to obtain possession before the control period ends if they pay the costs arising from taking the apartment under control, any costs incurred by the company for repairing the apartment, unpaid maintenance charges and the charges falling due for payment by the shareholder during the control period. See the section Obligations and rights transferred to the buyer.
