Terms of Sale

Method of submitting bids

The property is sold by ascending bids in an online auction held on www.huutokaupat.com. Participation in the auction requires registration. The deadline for submitting bids is 19 November 2026 at 19:00 or two minutes after the latest bid.

The National Enforcement Authority Finland is not responsible for the operation of the service provider’s system. The highest bid is the bid accepted as the highest by the service provider’s system. The enforcement officer separately decides whether to accept or reject the highest bid.

If it is not possible to submit purchase bids through Huutokaupat.com, a prospective buyer may submit a written purchase bid to the enforcement authority. It will be added to the online auction as a maximum bid under the automatic bidding system. The written bid must be signed and state the bidder’s contact details, maximum bid and the Huutokaupat.com item number concerned. A written purchase bid is binding and subject to the same terms as an online auction bid. The bid must be submitted by 17 November 2026 at 16:15 to the Oulu office of the National Enforcement Authority Finland, Torikatu 34–40, or by email to oulu.realisointi.uo@oikeus.fi.

The enforcement authority reserves the right to end the sale or extend the sale period.

Buyer’s liability for payment

Bids submitted online or in writing are binding. If a bid is accepted, the bidder must pay the offered purchase price within the stated payment period. Failure to pay the offered purchase price may result in the buyer’s liability for compensation under Chapter 5, section 25 of the Enforcement Code.

Minimum increment

€100.00

Lowest acceptable bid

€450.00

The enforcement officer may not accept the highest bid if, in the officer’s assessment, the bid is clearly below the property’s fair local market value.

Payment terms

Deposit

The buyer must immediately pay 20% of the purchase price as a deposit into the National Enforcement Authority’s official funds account. The deposit cannot be paid by credit card. The National Enforcement Authority will contact the bidder whose highest bid has been accepted. The highest bidder must state on whose behalf the bid was made. Otherwise, the highest bidder will be deemed to be the buyer.

Payment period

A payment period of up to six weeks may be granted for the balance of the purchase price. The payment period must be agreed separately. If a payment period is used, annual interest under section 3(2) of the Interest Act is payable on the entire purchase price for the agreed period, from the date of sale until the payment period ends.

If no payment period is used, the purchase price must be paid without delay after acceptance of the bid.

If payment is not made within the prescribed period, the buyer must pay late-payment interest under section 4(1) of the Interest Act on the entire purchase price until it is paid or a new sale has taken place. The current late-payment interest rate is 9.50%.

Obligations and rights transferred to the buyer

Obligations arising from the previous owner’s failure to pay charges and other payments transfer to the buyer.

The shares for sale are subject to unpaid housing-company charges of €22,272.90 as at 19 August 2026. In addition, according to the property manager’s statement, the apartment is liable for possession-taking costs of €542.98.

The apartment was taken under the company’s control for three years from 29 June 2026. Under the Housing Companies Act, the new owner has the right to take possession of the apartment before the control period ends if the buyer pays the costs arising from taking possession of the apartment, any costs incurred by the company for repairing the apartment, unpaid housing-company charges and those charge instalments falling due for payment by the shareholder during the period of control.

The housing company has not rented out the apartment.

The amount of the receivables may increase by the time the sale decision is made and ownership is transferred.

Housing-company loan shares relating to the apartment

In addition to the purchase price payable in money, the buyer assumes the housing-company loan share relating to the apartment, totalling €12,085.74 (PO3 €1,888.68 + PO1 €10,197.06) as at 31 August 2026.

The housing-company loan share relating to the apartment remains payable by the buyer and is not paid from the purchase price.

The buyer must themselves arrange payment to the housing company of obligations relating to the apartment for which they are responsible. Bids in the online auction must take these matters into account. Payment of the housing-company loans is not a prerequisite for obtaining possession of the apartment.

Transfer tax

The buyer must pay transfer tax at 1.5%. The tax is calculated on the total purchase price and obligations assumed by the buyer, based on the date of transfer of ownership.

Transfer of possession and ownership

The buyer obtains the right of possession of the property when the entire purchase price and any obligations assumed by the buyer have been paid and the housing company has ended its possession of the apartment. The buyer may not use the property in a way that reduces its value before receiving the deed of sale.

The buyer obtains ownership of the property upon receiving the deed of sale. The deed is handed over when the sale is final and the entire purchase price and transfer tax have been paid.

Registration of ownership

The housing company has transferred its list of shares to the Residential and Commercial Property Information System maintained by the National Land Survey of Finland. The buyer must apply to register ownership within two months of the date of the deed of sale. The National Land Survey cancels the paper share certificate when ownership is registered. The buyer is responsible for the registration costs.

Other information

The property has been distrained and is sold by a free sale conducted by the enforcement officer, applying, where appropriate, the general auction terms laid down in the Enforcement Code.

The sales brochure is indicative and is not a comprehensive description of the property.

Buyers are advised to examine the property, sales brochure and attached documents carefully before submitting a bid.

Appeal

An enforcement appeal against the sale or an act connected with or preceding the sale must be filed within three weeks of the sale. Instructions for appeal are attached to the sale decision.
