Terms of Sale

Method of submitting bids

The property is sold by ascending bids in an online auction held on www.huutokaupat.com. Participation in the auction requires registration. The deadline for submitting bids is 19 November 2026 at 17:00 or two minutes after the last accepted bid.

The National Enforcement Authority Finland is not responsible for the functionality of the service provider’s system. The highest bid is the bid accepted as the highest by the service provider’s system. The enforcement officer separately decides whether to accept or reject the highest bid.

If it is not possible to submit purchase offers through Huutokaupat.com, a prospective buyer may submit a written purchase offer to the enforcement authority, which will be added to the online auction as a maximum bid in accordance with the automatic bidding system. The written offer must be signed and state the bidder’s contact details, the maximum amount offered and the Huutokaupat.com item number concerned. A written purchase offer is binding and subject to the same terms as the online auction. The offer must be submitted by 17 November 2026 at 16:15 to the National Enforcement Authority Finland’s Oulu office, Torikatu 34–40, 90100 Oulu, or by email to oulu.realisointi.uo@oikeus.fi.

The enforcement authority reserves the right to end the sale or extend the sales period.

Buyer’s liability for compensation

Bids submitted online and in writing are binding. If a bid is accepted, the bidder must pay the offered purchase price within the stated payment period. Failure to pay the offered purchase price may result in the buyer’s liability for compensation under Chapter 5, section 25 of the Enforcement Code.

Minimum increment

€100

Lowest acceptable bid

€450.00

The enforcement officer may not accept the highest bid if, in the officer’s assessment, it is clearly below the property’s fair local value.

Payment terms

Deposit

The buyer must immediately pay 20% of the purchase price as a deposit into the National Enforcement Authority Finland’s official account. The deposit cannot be paid by credit card. The National Enforcement Authority Finland will contact the bidder whose highest bid has been accepted. The highest bidder must state on whose behalf the bid was made. Otherwise, the highest bidder will be deemed the buyer.

Payment period

Where necessary, a payment period of no more than six weeks will be granted for the balance of the purchase price. The payment period will be notified separately. If a payment period is used, annual interest under section 3(2) of the Interest Act is payable on the entire purchase price for the agreed period, from the date of sale until the end of the payment period.

If no payment period is used, the purchase price must be paid without delay after acceptance of the bid.

If payment is not made within the prescribed period, the buyer must pay default interest under section 4(1) of the Interest Act on the entire purchase price until it has been paid or a new sale has taken place. The current default interest rate is 9.50%.

Obligations and rights transferred to the buyer

The buyer assumes liability for obligations arising from the previous owner’s unpaid maintenance charges and other payments.

The shares for sale are subject to unpaid maintenance charges of €6,040.64 as at 19 August 2026. According to the property manager’s statement, the apartment is also liable for possession-recovery costs of €542.98.

The apartment has been taken into the company’s possession for three years from 29 June 2026. Under the Housing Companies Act, the new owner has the right to obtain possession before the end of the possession period if the buyer pays the costs arising from taking possession of the apartment, any costs incurred by the company for repairing the apartment, unpaid maintenance charges and those charges falling due for payment by the shareholder during the possession period.

According to the property manager’s certificate, the housing company has not rented out the apartment.

The amount of the receivables may increase by the time the sale decision is made and ownership is transferred.

Housing-company loan share relating to the apartment

In addition to the purchase price payable in money, the buyer assumes the housing-company loan share relating to the apartment, €892.29 as at 31 August 2026.

The housing-company loan share remains payable by the buyer and is not paid from the purchase price.

The buyer must independently arrange payment to the housing company of the obligations relating to the apartment for which the buyer is responsible. Bids in the online auction must take these matters into account. Payment of the housing-company loans is not a condition for obtaining possession of the apartment.

Transfer tax

The buyer must pay transfer tax of 1.5%. The tax is calculated on the total purchase price and obligations transferred to the buyer, as at the date of transfer of ownership.

Transfer of possession and ownership

The buyer obtains possession of the property when the entire purchase price and any obligations transferred to the buyer have been paid and the housing company has ended its possession of the apartment. The buyer may not use the property in a way that reduces its value before receiving the deed of sale.

The buyer obtains ownership of the property upon receiving the deed of sale. The deed is delivered when the sale is final and the entire purchase price and transfer tax have been paid.

Registration of ownership

The housing company has transferred its shareholder register to the Residential and Commercial Property Information System maintained by the National Land Survey of Finland. The buyer must apply to register ownership within two months of the date of the deed of sale. The National Land Survey of Finland will cancel the paper share certificate when ownership is registered. The buyer is responsible for the registration costs.

Other information

The property has been distrained and is sold by a private sale conducted by the enforcement officer, applying the general auction terms laid down in the Enforcement Code as appropriate.

The sales prospectus is indicative and is not a comprehensive description of the property.

Buyers are advised to examine the property, the sales prospectus and the attached documents carefully before submitting a bid.

Appeal

An enforcement appeal against the sale or an act related to or preceding the sale must be filed within three weeks of the sale. Instructions for appeal are attached to the sale decision.
