How to submit bids

The lot will be sold by increment bids in an online auction held on the website www.huutokaupat.com from 3 June to 24 June 2026. Participation in the auction requires registration. The deadline for submitting bids ends on 24 June 2026 at 11:00 or three minutes after the last accepted bid.

The Enforcement Authority is not responsible for the service provider's system functionality. The highest bid is the bid that the service provider's system has accepted as the highest. The enforcement officer will decide separately whether to accept or reject the highest bid.

Online auction bids are binding. If an accepted bid is made, the bidder is obliged to pay the offered purchase price within the stated payment period. Failure to pay the offered purchase price may lead to the buyer's liability for compensation under section 25 of Chapter 5 of the Enforcement Code.

If it is not possible to submit purchase bids through the Huutokaupat.com service, a prospective buyer may submit a written purchase offer to the enforcement authority, which will be attached to the online auction as a maximum bid in accordance with the automatic increment function. The written offer must be signed and must state the bidder's contact details, the maximum amount of the offer and the Huutokaupat.com item number to which the offer applies. A written purchase offer is binding and subject to the same conditions as bids in the online auction. The offer must be submitted no later than 18 June 2026 at 12:00 to the Enforcement Authority's Kotka office, address Vuorikatu 5 C, 48100 Kotka, or by email to kouvola.realisointi.uo@oikeus.fi.

The enforcement authority reserves the right to end the sale or to extend the sale period.

Payment terms

Deposit

The buyer must immediately pay a deposit equal to 20 per cent of the purchase price to the Enforcement Authority's official account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the highest bidder whose bid has been accepted. The highest bidder must state on whose behalf the bid was placed. Otherwise, the highest bidder will be regarded as the buyer.

Payment period

The final purchase price may, if necessary, be granted a payment period until 15 July 2026. The payment period will be notified separately. If a payment period is granted, annual interest under section 3(2) of the Interest Act will be charged on the full purchase price for the entire agreed payment period from the date of sale until the end of the payment period. If no payment period is granted, the purchase price must be paid immediately after the bid is accepted.

If payment is not made within the specified time, the buyer must pay default interest under section 4(1) of the Interest Act on the entire purchase price until the purchase price is paid or the property is sold again.

Other information

The property is seized and will be sold by the enforcement officer by public sale, observing where applicable the general auction terms laid down in the Enforcement Code. The sales brochure is indicative and does not provide a comprehensive description of the lot.

The buyer will obtain the right to possession of the lot once the full purchase price has been paid. The buyer must not use the property in any way that would diminish its value before receiving the deed. The buyer will obtain ownership of the lot upon receipt of the deed. The deed will be delivered when the full purchase price has been paid and the sale has become final.

The State has a right of first refusal in the sale of the property if acquisition is necessary for the purposes of national defence, border control or border security, or to ensure or monitor regional territorial integrity (Act on the State's Right of First Refusal in Certain Areas 29 March 2019/469).

Persons from outside the EU and EEA may acquire real property in the territory of the State of Finland only if a permit is granted (Act on the Permit Requirement for Certain Acquisitions of Real Property 29 March 2019/470). The buyer is responsible for obtaining the permit and for any obligations arising from it. More information is available on the Ministry of Defence website.
