Terms of Sale

The property is sold by ascending bids on the www.huutokaupat.com website in an online auction held from 30 April to 27 May 2026. Participation in the auction requires registration. The deadline for submitting bids ends on 27 May 2026 at 18:00 or three minutes after the last accepted bid.


The Enforcement Authority is not responsible for the functioning of the service provider's system. The highest bid is the bid that the service provider's system has accepted as the highest. The enforcement officer will decide separately whether to accept or reject the highest bid.


Bids placed in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the stated payment period. Failure to pay the offered purchase price may lead to the buyer's liability under Chapter 5, Section 25 of the Enforcement Code.


If it is not possible to submit purchase offers via the Huutokaupat.com service, a prospective buyer may submit a written purchase offer to the enforcement authority, which will be attached to the online auction as the maximum bid in accordance with the automatic bid increment. The written offer must be signed and must include the bidder's contact details, the maximum amount of the offer and the Huutokaupat.com lot number to which the offer applies. The written purchase offer is binding and the same conditions as for the online auction apply to it. The written offer must be submitted no later than 26 May 2026 at 10:00 to the Enforcement Authority's Kouvola office, Vuorikatu 1, 45100 Kouvola, or by e-mail to kouvola.realisointi.uo@oikeus.fi.


The enforcement authority reserves the right to end the sale or extend the sale period.


If the highest bid is accepted, the buyer must immediately pay a deposit of 20 per cent of the purchase price to the Enforcement Authority's official account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the bidder whose highest bid has been accepted. The highest bidder must state on whose behalf the bid was made; otherwise the highest bidder will be regarded as the buyer. Notification of acceptance or rejection of a bid will always be given separately.


If necessary, up to six weeks may be granted for payment of the balance of the purchase price. Any repayment period will be notified separately. If an extension is granted, annual interest on the full purchase price will be charged in accordance with Section 3(2) of the Interest Act for the agreed repayment period from the date of sale until the end of the repayment period. If no extension is granted, the purchase price must be paid immediately after acceptance of the bid. If payment is not made within the specified time, the buyer must pay late interest on the full purchase price in accordance with Section 4(1) of the Interest Act until the purchase price has been paid or a new sale has been completed.


The residential building has suffered extensive fire damage. The building is sold in demolition condition. The City of Kouvola has not yet made any binding decision to demolish or renovate the building. See further information in the attached sales brochure. The property has no electricity connection. According to Kymenlaakson Sähkö Oy, the price for a new 3x25 A connection starts from €2,733 including VAT 25.5%.

Kymen Vesi Oy connection: the water meter has been removed and the service pipe closed. The new owner must order installation of a water meter; the cost of this will be charged to the new owner according to Kymen Vesi Oy's price list, €267.21.


The asset has been seized and will be sold by the enforcement officer by free sale, observing, where applicable, the general auction terms laid down in the Enforcement Code.


The State has a pre‑emptive right to acquire the property if acquisition is necessary for national defence, border control or border security or for monitoring or safeguarding territorial integrity (Act on the State's pre‑emptive right in certain areas 29.3.2019/469).


Persons outside the EU and EEA may acquire real estate in the territory of the State of Finland only if permission has been granted (Act on the requirement of permission for certain real estate acquisitions 29.3.2019/470).
