Terms of Sale

The property is sold by incremental bids in an online auction on www.huutokaupat.com. Participation requires registration. The deadline for submitting bids ends on 7 June 2026 at 18:00 or three minutes after the last accepted bid.


The Enforcement Authority is not responsible for the service provider's system. The highest bid is the bid that the service provider's system has accepted as the highest. The enforcement officer will decide separately whether to accept or reject the highest bid.


If it is not possible to submit purchase bids via Huutokaupat.com, a prospective buyer may submit a written purchase offer to the enforcement authority, which will be attached to the online auction as a maximum bid according to the automatic increment system. The written offer must be signed and must include the bidder's contact details, the maximum amount of the offer and the Huutokaupat.com reference number for the lot to which the offer applies. The written purchase offer is binding and the same conditions as for the online auction apply. The offer must be submitted no later than 12:00 on 4 June 2026 to the Enforcement Authority's Oulu office, address Torikatu 34–40, 90100 Oulu, or by e‑mail to oulu.realisointi.uo@oikeus.fi.


The enforcement authority reserves the right to end the sale or to extend the sale period.


The property is seized and it will be sold privately under the care of the enforcement officer in accordance with section 76 of Chapter 5 of the Enforcement Code and, where applicable, with the general auction terms of the Enforcement Code.


Payment terms

The enforcement officer will notify the highest bidder whether the bid can be accepted. The buyer must immediately pay the full purchase price into the Enforcement Authority's official account. The purchase price cannot be paid by credit card. The Enforcement Authority will contact the highest bidder whose bid has been accepted. The highest bidder must state on whose behalf the bid was made. Otherwise the highest bidder will be regarded as the buyer. If payment is not made within the specified time, the buyer must pay late interest on the whole purchase price in accordance with section 4(1) of the Interest Act until the purchase price is paid or a new sale is carried out.


Obligations and rights transferred to the buyer

The buyer must pay transfer tax of three per cent for the conveyance of ownership, on his or her own initiative and before applying for title, and no later than six months after the contract of sale. The buyer is responsible for the costs of the title registration and the transfer tax.


At the time of preparing the sales brochure the property has water, sewer and district heating connections of Kuhmon VesiEnergia Oy and an electricity connection from Kajave Oy. Connections will transfer to the buyer if they are still transferable when the ownership of the property is transferred. The service provider may, however, make the transfer of a connection conditional on the payment of any receivables related to the connection, and the buyer must pay any overdue charges including final bills to the service provider. The buyer is responsible for any fees related to the transfer of connection agreements.


Outstanding ground rents remain payable by the buyer pursuant to clause 4.5 of the ground lease agreement signed on 31 May 2018 to the extent they are not satisfied from the purchase price under a lien. According to information received from the City of Kuhmo, unpaid ground rents are outstanding for the years 2019–2024.


The amount of arrears and open receivables may change during the sale and they are not paid from the purchase price of the lot.
