Terms of Sale

The property is sold by incremental bids in an online auction held on the website www.huutokaupat.com. Participation requires registration. The bidding deadline ends on 15 April 2026 at 18:00 or three minutes after the last accepted bid.


The Enforcement Authority is not responsible for the service provider’s system. The highest bid is the one the service provider’s system has accepted as highest. The Enforcement Officer will decide separately whether to accept or reject the highest bid.


If it is not possible to submit a purchase bid via huutokaupat.com, a prospective buyer may submit a separate written offer to the Enforcement Officer, which will be attached to the online auction as a maximum bid in accordance with the automatic increment system. The offer must be delivered no later than 13 April 2026 at 12:00 either by post to the Enforcement Authority, P.O. Box 1, 00067 Ulosottolaitos, by leaving it at the Kajaani office reception, Lönnrotinkatu 2 a, 87100 Kajaani (open Tue and Thu 09:00–12:00), or by e‑mail to oulu.realisointi.uo@oikeus.fi. The person submitting a written purchase offer is responsible for ensuring it arrives by the deadline. A written purchase offer is binding and is subject to the same conditions as the online auction. The written offer must be signed and must state the bidder’s contact details, the offer’s maximum amount and the huutokaupat.com item number to which the offer relates.


Bids made in the online auction and written bids are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may lead to the buyer’s liability for damages under section 25 of chapter 5 of the Enforcement Code.


The Enforcement Authority reserves the right to terminate the sale or extend the sale period.


Payment terms

The buyer must immediately pay the full purchase price into the Enforcement Authority’s official account. The purchase price cannot be paid by credit card. The Enforcement Authority will contact the author of the highest accepted bid. The highest bidder must state on whose behalf the bid was made; otherwise the highest bidder will be regarded as the buyer.


If payment is not made within the specified time, the buyer must pay default interest on the full purchase price in accordance with section 4(1) of the Interest Act until the purchase price has been paid or a new sale has been completed.


Charges and ground rent arrears

One mortgage/charge has been registered on the leasehold: an electronic mortgage deed in the amount of €40,000.00. Pledge rights relating to the sold property will lapse and registered mortgages will remain in force. The electronic mortgage deed will be transferred to the buyer or the buyer’s nominee.


Under clause 4.4 of the ground lease agreement, the tenants are also liable to pay rent arrears with interest that were left unpaid by the preceding tenant, but not for more than three years. According to the Municipality of Suomussalmi, unpaid ground rents total €801.45 as at 11 February 2026.


Connections

At the time of preparing the sales brochure the property has an electricity connection with Kajave Oy and a water and wastewater connection with the Municipality of Suomussalmi. Connections will be transferred to the buyer if they are transferable when ownership of the sale object is transferred. Service providers may, however, require outstanding amounts related to the connections to be paid as a condition of transfer.


To have the water and wastewater connections transferred to their name, the buyer must pay any arrears relating to the connection to the water company (Suomussalmi municipal water). According to the Municipality of Suomussalmi, arrears on the connection total €385.41 as at 19 February 2026.


To have the electricity connection transferred to their name, the buyer must pay any arrears relating to the connection to the electricity company (Kajave). According to Kajave Oy, arrears on the connection total €160.00 as at 9 February 2026. The electricity connection is in maintenance status. Alternatively, the buyer may obtain a new electricity connection; a new 3x25 A connection costs €4,150.00.


The buyer is responsible for any fees payable for the transfer of connection agreements.


The amount of arrears may increase or decrease before ownership is transferred. Arrears will not be paid from the purchase price.


The buyer is responsible for registering the leasehold in their name. See clause 6.3 of the ground lease agreement in the sales brochure attachments.



Other information

The asset is seized and is sold by private sale conducted by the Enforcement Officer, observing as applicable the general auction terms provided in the Enforcement Code.


Prospective buyers are advised to familiarise themselves carefully with the property for sale, the sales brochure and the attached documents.


Transfer tax is 3% of the purchase price. The buyer is liable for the transfer tax.


The State has a pre‑emptive right to acquire the property if such acquisition is necessary for national defence, border control or border security or to safeguard territorial integrity (Act on the State’s pre‑emptive right in certain areas 29 March 2019/469).


Certain foreign persons defined by law may acquire real property in Finland only if a permit is granted (Act on the Permit Requirement for Certain Acquisitions of Real Property 29 March 2019/470).


Appeals
An enforcement appeal against the sale and any act related to or preceding the sale must be made within three weeks from the date of sale. A note on how to appeal will be attached to the auction record.
