The Enforcement Authority is not responsible for the functioning of the service provider's system. The highest bid is the bid that the service provider's system has accepted as highest. The enforcement officer decides whether to accept or reject the highest bid. Bids made in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may lead to the buyer's liability for compensation under Chapter 5, Section 25 of the Code of Enforcement.

If registration via the service is not possible, a written purchase offer may be submitted for the property. A written offer must be received by the Enforcement Authority by 30 March 2026 at 16:15. A written offer can also be handed in by the deadline to the Enforcement Authority's Oulu office at Torikatu 34-40, 90100 Oulu. The office customer service is open weekdays 08:00–16:15. A written offer must state the bidder's name, personal identity number or business ID and contact details. A written offer is recorded in the online auction as a maximum (proxy) bid. The person submitting a written offer is responsible for ensuring it arrives by the deadline. A written offer is binding and is subject to the same terms as the online auction.

The enforcement authority reserves the right to end the sale or to extend the sale period.

The property is seized and is sold in a private sale arranged by the enforcement officer in accordance with Chapter 5, Section 76 of the Code of Enforcement and, where applicable, the general auction terms of the Code of Enforcement.

Payment terms

The enforcement officer will inform the highest bidder whether the bid can be accepted. If the bid can be accepted, the buyer shall pay the full purchase price by bank transfer to the Enforcement Authority's official account. When the payment is visible on the account, the enforcement officer will issue the sale decision, which will be delivered to the parties. Payment by credit card is not accepted.

Deposit: If the full purchase price is not paid immediately, the buyer must pay a deposit of 20% of the purchase price immediately.

Payment period: If necessary, a payment period of up to six weeks from the sale decision may be granted for the remainder of the purchase price. In that case, annual interest is charged on the whole purchase price for the payment period from the date of sale until the end of the payment period. The reference interest rate is currently 2.50%. If payment is not made within the granted period, annual default interest will be charged thereafter, currently 9.50%.

Buyer’s obligations

Upon transfer of ownership, the buyer must pay the transfer tax of three per cent on their own initiative before applying for title registration and at the latest within six months of the execution of the deed of sale. The buyer is responsible for the costs of title registration and transfer tax.

The State has a pre-emptive right to purchase the property if acquisition is necessary to secure national defence, border control or border security or to safeguard or control territorial integrity (Act on the State's right of pre-emption in certain areas 29.3.2019/469).

Certain foreign persons defined by law may acquire real estate in the territory of Finland only if a permit for the acquisition is granted (Act on the State's right of pre-emption in certain areas 29.3.2019/470).

Receivables related to the property for which the buyer is responsible

In addition to the purchase price, the buyer must pay directly to the water company any receivables that the service provider requires as a condition for transferring the connection. The amount of such known arrears is:

- Debt burdening the water connection of Siikalatvan Vesi- ja Lämpö Oy is €561.16 (at the time of preparing the sales brochure) + an opening fee of €200.00.

The amount of receivables affecting the connection may change during the sales process. These receivables are not paid from the property's purchase price.

The buyer is responsible for any fees related to the transfer of the connection agreement.

If it is not possible to place bids via the Huutokaupat.com service, a bidder may submit a written bid to the enforcement officer. The bid is entered into the online auction as a maximum bid. The bid must be submitted in writing to the Enforcement Authority by 30 March 2026 at 16:15 at the address Utsökningsverket / Brahestad verksamhetsställe, Kummatinkatu 6, 92150 Brahestad or Utsökningsverket / Uleåborg verksamhetsställe, Torikatu 34-40 Uleåborg or oulu.realisointi.uo@oikeus.fi. A written bid is binding and the same conditions apply as in the online auction. The written bid must be signed and must state the bidder's contact details, the bid's maximum amount and the number of the object in the Huutokaupat.com service to which the bid applies.
