Offers must be made by the stated deadline. The bidder accepts these terms of sale when placing a bid.

Inspection of the property
Before making an offer the bidder is obliged to inspect the property, documents and records. The buyer cannot later rely on any matter that could have been detected during the pre-inspection.

Information provided by the seller
The seller declares that they have given the buyer all information known to the seller that can be expected to affect the transaction.

The plot is sold as a parcel free from mortgages and encumbrances. The identifier for the parcel is zoning block number 28 and plot number 4. The plot area is 1,295 m², the plot efficiency coefficient 0.20 and the building entitlement 259 m².

The city is responsible for the design and construction of public areas indicated in the zoning plan, such as streets and parks. The city will maintain public areas at its expense after they have been constructed. The area's street Ojaniemenranta is not yet built. According to information from the City of Ylivieska, the street is planned in 2026 and may be built in 2027. A more detailed schedule can be requested from the City of Ylivieska's municipal engineering unit.

The city and the water utility will connect the zoning area to the wastewater and water supply service areas in accordance with section 7 of the Water Services Act (9 February 2001/119). Plots formed in the contract area must be connected to the water, wastewater and stormwater networks. The city and the water utility (Ylivieskan Vesiosuuskunta) will charge the normal connection fees and water and wastewater charges in the contract area from the builders of the plots. Connection fees are charged on the basis of connection agreements made as plots are developed.

The city has the right to place necessary pipes, equipment and fixings on the plots formed by the zoning plan. The city is obliged to compensate owners or holders of plots for damage caused by these measures.

Concluding the sale
The sale is carried out in the National Land Survey's electronic property transfer service, which meets the formal requirements for property sales. The sale is then made electronically with strong authentication.
The buyer pays the service and application fee for registration of title in the property transfer service.

Property sales are always made in accordance with the Land Code and can also be carried out physically in the presence of a certifying official. The time and place for signing the deed are then agreed separately with the buyer. Payment of the purchase price takes place at the time of sale. The buyer pays the certifying official's fees.

Other costs
Parties are responsible for taxes, charges and any damages according to use, possession and ownership.

The buyer pays the transfer tax according to the prevailing tax practice and applies for registration of title within the statutory period of six months (6 months).

The seller is partly liable for any capital gains tax.

The buyer pays the plot subdivision costs in accordance with the Act on Real Estate Transactions and the relevant fee schedule.

The purchaser of the plot pays for the connections made for the plot.

Withdrawal from the sale
A party who, after acceptance of an offer, refuses to complete the sale must, under the Land Code, compensate the other party for reasonable costs caused by advertising and other necessary measures related to the transaction.
