Plot transfer terms

The City of Kerava is putting two plots in the area up for tender: Päästäisenkuja 2 and 4. Both plots are open to all applicants and an offer may be submitted for either plot.


The city will not transfer both plots to the same bidder. For this reason, a single bidder may have the highest bid for only one plot at any one time. The city reserves the right to accept or reject offers.


The plot recipient can choose whether to buy the plot or lease it under a ground lease, in which case the annual ground rent is 5% of the offer made and is linked to the cost-of-living index.


In addition to the purchase price or annual rent, the plot recipient will be charged property formation costs of approximately €1,000. The buyer also pays the costs arising from the completion of the sale (sale confirmation and title registration fees) or from drawing up the lease (registration of the lease right), as well as transfer tax.


The plot recipient commits to paying a reservation fee of €2,000. The city will send an invoice for the reservation fee to the plot recipient's email address within two weeks of the end of the tender. The reservation fee will be credited against the final purchase price or the first annual rent, but it is not refundable if the plot recipient does not enter into an agreement with the city. The reservation is valid for three months from the end of the tender, during which time the plot recipient must conclude the property sale or ground lease with the city. The city is not responsible if a decision concerning the plot does not become legally valid or is delayed due to appeals for reasons not caused by the city.


The residential building to be constructed on the plot must be completed to a habitable condition within three years of signing the deed of sale or lease. The plot may not be further transferred undeveloped to a third party without the City’s permission.
