After the auction ends, the seller will contact the buyer within two (2) business days. The highest bidder must submit a description of the business activity and construction project to Oulu City within seven (7) days after the bid closes, after which the bid will be assessed and the city will decide whether to accept it. The reservation and sale decision is Oulu City’s own unilateral administrative decision, which will be notified to the buyer. For assessment and decision-making, the bidder agrees to provide personal data (contact details) to Oulu City.

The reservation period for the plot is six (6) months. During the reservation period, the preliminary site plan for the plot must be approved by building control. The plot must be built on within two years of signing the deed of sale. An undeveloped plot may not be transferred further.

The sale uses a deed of sale prepared by the seller. Ownership and possession of the property transfer to the buyer upon signing the deed of sale. The signing date of the deed of sale will be agreed with the buyer after the sale decision has become legally valid and the preliminary site plan has been approved by building control. The deed of sale must be signed before the reservation period ends. The purchase price is paid at the signing.

The plot is sold in the condition it is in at the time of the listing and the sale. There is no exchange or return right for the property. By placing a bid, the bidder accepts the condition of the property as is.

Bids must be made by the stated deadline. The highest bid is the bid that the seller has accepted as the highest.

Viewing the property

Before placing a bid, the bidder is obliged to inspect the property in question, the documents and the records. The buyer may not later invoke any matter that could have been discovered in a pre-inspection.

Information provided by the seller

The seller confirms that they have provided the buyer with all information known to the seller and which can be assumed to affect the sale.

Concluding the sale

The sale of the property must be made in the form prescribed by the Land Code. The signing time and place of the deed of sale will be agreed separately with the buyer. Payment of the purchase price takes place at the closing. In addition, the buyer of the plot will be charged a subdivision fee, the buyer is responsible for the fee of the public notary, and in electronic real estate transactions the service fee charged by the National Land Survey of Finland for the property transaction service.

Other costs

The buyer is responsible for transfer tax in accordance with the current tax practice.

Withdrawing from the sale

A party that refuses to complete the sale must, under the Land Code, compensate the other party for reasonable costs arising from advertising, inspection of the property and other necessary actions related to concluding the sale.
