How to submit offers

The property will be sold by incremented bids on the website www.huutokaupat.com

in an online auction held during 30 April–21 May 2026. Participation in the auction

requires registration. The deadline for submitting bids expires on 21 May 2026 at 18:00 or

three minutes after the last accepted bid.


The Enforcement Authority is not responsible for the service provider's system. The highest

bid is the one the service provider's system has accepted as the highest. The enforcement

officer will decide separately whether to accept or reject the highest bid.


If it is not possible to submit bids via Huutokaupat.com, a prospective buyer may

submit a written purchase offer to the enforcement authority, which will be added to

the online auction as a maximum bid according to the automatic increment system. The

written offer must be signed and must state the bidder's contact details, the maximum

amount of the offer and the Huutokaupat.com item number concerned. A written offer is

binding and is subject to the same terms as the online auction. Written offers must be

received no later than 18 May 2026 at 16:15 at the Enforcement Authority, Oulu office,

Torikatu 34–40, 2nd floor, 90100 Oulu, or by e‑mail to oulu.realisointi.uo@oikeus.fi.


The Enforcement Authority reserves the right to end the sale or to extend the sale period.


Buyer’s liability to pay

Bids submitted in the online auction are binding. If an accepted bid

is approved, the bidder is obliged to pay the offered purchase price within the

stated payment period. Failure to pay the offered price may lead to the buyer's

compensation liability under Chapter 5, Section 25 of the Enforcement Code.

The enforcement officer may not accept the highest bid if they consider that the bid

clearly undervalues the market price of the property in the locality.


Payment terms

Deposit

The buyer must immediately pay a deposit of 20% of the purchase price to the

Enforcement Authority's official account. The deposit cannot be paid by credit card.

The Enforcement Authority will contact the maker of the highest accepted bid. The

highest bidder must state on whose behalf the bid was made. Otherwise the highest

bidder will be considered the buyer.


Payment period

If necessary, up to six weeks' payment time may be granted for the remaining purchase

price. Any payment period will be notified separately. If a payment period is granted,

interest will be charged on the whole purchase price in accordance with section 3(2) of

the Interest Act for the agreed payment period from the date of sale until the end of the

payment period.


If no payment period is granted, the purchase price must be paid immediately after the

acceptance of the offer.


If payment is not made within the specified time, the buyer must pay default interest on

the whole purchase price in accordance with section 4(1) of the Interest Act until the

purchase price is paid or a new sale is carried out.


Obligations and rights transferring to the buyer

At the time of drafting the sales brochure the property has an electricity connection with

Oulun Seudun Sähkö Oy and a water connection with Muhoksen Vesihuolto Oy.


In addition to the purchase price, the buyer must pay directly to the water and electricity

companies any charges that the service provider requires as a condition for transfer of the

connection. The outstanding amounts known are:

- Muhoksen Vesihuolto Oy water connection: No arrears (7 April 2026)

- Oulun Seudun Sähkö Oy electricity connection: No arrears (8 April 2026).


Unpaid service and base charges become the responsibility of the new owner. The

amount of the receivables may change during the sale. Arrears are not deducted from the

purchase price. The buyer is responsible for any fees relating to the transfer of connection

agreements.


Pledges affecting the property being sold will lapse and mortgages will remain in force.


Electronic mortgage deeds will be transferred to the buyer or to a person designated by

the buyer.


Applying for title registration and paying transfer tax

The buyer must apply for title registration for the acquisition within six months of the date

of the deed. The buyer must pay the transfer tax on their own initiative no later than when

applying for title registration. The transfer tax is 3% of the purchase price.


If, at the buyer's request, an application for title registration is submitted by the enforcement

officer together with the notification of transfer, the transfer tax declaration must be made

and the transfer tax paid on the same day the notification of transfer is sent.


Ejectment

If the debtor uses the sold premises or stores goods there, the buyer has the right to ask

the enforcement officer for assistance in carrying out eviction after the buyer has paid the

purchase price. Eviction will be carried out in accordance with the applicable provisions

on eviction in the Enforcement Code. The moving date is set so that, without compelling

reason, it will not be earlier than one week nor later than two weeks from the date of

receipt of the notice to vacate.


In the eviction procedure the buyer may be permitted to deal with low‑value and worthless

movable property as they wish. The buyer must be prepared to bear any costs arising

from enforcement of the eviction. In practice, if movable property remains at the site, the

cleaning and disposal of such items will be at the buyer's expense.


Transfer of possession and ownership

The buyer gains the right of possession to the property once the whole purchase price has

been paid. The buyer must not use the property in any way that reduces its value before

they have received the deed. The buyer acquires ownership of the property upon receipt

of the deed. The deed will be delivered when the whole purchase price has been paid and

the sale has become final.


Other information

The property is seized and sold by private sale under the supervision of the enforcement

officer in accordance with section 76 of Chapter 5 of the Enforcement Code and, where

applicable, the general auction terms of the Enforcement Code. The sales brochure is

indicative and does not constitute a comprehensive description of the property.


Buyers are urged to familiarise themselves thoroughly with the property, the sales

brochure and the documents attached to it before making an offer.


The State has a right of pre‑emption in the purchase of the property if acquisition is

necessary for national defence, border control or security, or for monitoring or safeguarding

regional integrity (Act on the State's Right of Pre‑emption in Certain Areas 29 March 2019/469).


Persons outside the EU and EEA may purchase property in the territory of Finland only if a

permit is granted (Act on the Permit Requirement for Certain Acquisitions of Real Estate 29 March 2019/470). The buyer is responsible for obtaining the permit and any obligations

Appeals

An enforcement appeal against the sale and against acts related to or preceding the sale

must be filed within three weeks of the sale. Appeal instructions are attached to the sale

decision.
