If registration is not possible, a written purchase offer may be submitted for the property. The written offer must be delivered by post or email so that it is received by the Enforcement Authority no later than 23/10/2026 at 16:00. The email address is oulu.realisointi.uo@oikeus.fi and the postal address is Ulosottolaitos, Oulun toimipaikka, Torikatu 34-40, 90100 Oulu. A written offer may also be submitted by the above deadline at the Enforcement Authority's Oulu office. Customer service is open on weekdays from 08:00 to 16:15. The written purchase offer must state the bidder's name, personal identity code/business ID and contact details. A written offer will be entered into the online auction as a raise bid. The person submitting a written purchase offer is responsible for ensuring that the offer has arrived by the given deadline. A written purchase offer is binding, and the same terms apply as in the online auction.

The property has been seized and is sold by open sale conducted by the enforcement officer, in accordance with Chapter 5, Section 76 of the Enforcement Code and, where applicable, the general auction terms laid down in the Enforcement Code.

Payment terms

The enforcement officer will inform the highest bidder whether the offer can be accepted. If the offer can be accepted, the buyer shall pay the full purchase price by bank transfer to the Enforcement Authority's official funds account. When the payment is credited to the account, the enforcement officer will issue a sales decision, which will be delivered to the parties. The purchase price cannot be paid by credit card.

Deposit: If the full purchase price is not paid immediately, the buyer must nevertheless pay a deposit of 20% of the purchase price immediately.

Payment period: If necessary, a payment period of up to six weeks from the sales decision may be granted for the remaining purchase price. In that case, annual interest must be paid on the full purchase price for the entire payment period from the sale date until the end of the payment period. The reference rate is currently 2.50%. If payment is not made within the granted payment period, annual default interest is charged thereafter, currently 9.50%.

Obligations transferred to the buyer

The buyer must pay transfer tax, which is 1.50% of the total of the purchase price and any unpaid company charges and fees relating to the apartment, as well as the housing company loan. Transfer tax is paid to the tax authority. The buyer must provide proof of payment of the transfer tax before the share certificate is handed over and the deed of sale is issued.

The buyer is obliged to apply to the National Land Survey of Finland for registration of ownership of the shareholder apartment within 2 months of signing the deed of sale. The Enforcement Authority will hand over the paper share certificate with transfer endorsements together with the deed of sale, which the buyer will submit to the National Land Survey of Finland for cancellation in connection with the registration of ownership. The National Land Survey of Finland charges a fee for registering the share apartment, which is paid by the buyer.

Liability for housing company loan shares:
According to the property manager's certificate dated 11/09/2026, the apartment is subject to a housing company loan share of EUR 2,590.88. The loan is repaid to the housing company as a financing charge, which is currently EUR 91.80/month. Repayment of the debt share requires an apartment-specific loan share calculation. The new owner is obliged to pay the loan shares directly to the housing company, and the loan shares are not paid from the purchase price paid to the Enforcement Authority.

Taking possession of an apartment under the housing company's control:

By resolution of the housing company meeting, the apartment has been taken into the housing company's control for the period 24/06/2026-24/06/2029. The buyer will obtain possession of the share apartment from the housing company only after paying all unpaid charges, usage fees and costs related to taking possession of the apartment. According to information received from the property manager, the total overdue charges and other payments transferred to the buyer's responsibility are EUR 4,753.52 as of 31/08/2026. The amount of the claim changes monthly. The buyer must verify the arrears of charges and other payments and pay them directly to the housing company. They are not paid even in part from the purchase price paid to the Enforcement Authority.

Object's terms of sale

The object is sold by online auction with incremental bids on the website www.huutokaupat.com. The deadline for submitting purchase offers ends on 25/10/2026 at 18:00 (or 2 minutes after the last purchase offer accepted to the auction has been submitted).

The bid is linked to the online auction as a maximum bid according to the automatic bidding system. The bid must be submitted in writing to the Enforcement Service no later than 23/10/2023 at 16:00 at Utsökningsverket / Oulu office, Torikatu 30-40, 90100 Oulu or oulu.realisointi.uo@oikeus.fi. A written bid is binding and the same terms apply as in the online auction. The written bid must be signed and must state the bidder's contact details, the maximum amount of the bid and the number of the object in Huutokaupat.com to which the bid relates.

The property is seized and sold by private sale through the enforcement officer in accordance with Chapter 5, Section 76 of the Enforcement Code and, where applicable, the general auction terms of the Enforcement Code.
