The property is sold by ascending bids in an online auction held on the website www.huutokaupat.com. Participation in the auction requires registration. The deadline for submitting bids ends on 7.10.2026 at 13:00, or two minutes after the last accepted bid.

The Enforcement Authority is not responsible for the functionality of the service provider’s system. The highest bid is the bid that the service provider’s system has accepted as the highest. The enforcement officer decides separately whether to accept or reject the highest bid.

Bids placed in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may result in the buyer’s liability for compensation under Chapter 5, Section 25 of the Enforcement Code.

The enforcement authority reserves the right to end the sale or extend the sale period.

The property has been distrained and is sold by private sale conducted by the enforcement officer, applying as appropriate the general auction terms laid down in the Enforcement Code.

Payment terms

The enforcement officer will inform the bidder with the highest purchase offer whether the offer can be accepted. If the offer can be accepted, the buyer shall pay the full purchase price by bank transfer to the Enforcement Authority’s official funds account. Once the payment is visible in the official funds account, the enforcement officer will issue the sales decision, which will be served on the parties. The purchase price cannot be paid by credit card.

Deposit: If the full purchase price is not paid immediately, the buyer must nevertheless pay an immediate deposit of 20% of the purchase price.

Payment period: If necessary, a payment period may be granted for the remaining purchase price, but for no longer than six weeks from the sales decision. In that case, annual interest must be paid on the full purchase price for the entire payment period from the date of sale until the end of the payment period. The reference rate is currently 2.50%. If payment has not been made within the granted payment period, annual default interest will then be charged. The default interest rate is currently 9.50%.

Obligations and rights transferred to the buyer AND/OR receivables related to the property being sold

The new owner is obliged to pay the City of Kemi’s rent arrears. The leasehold is subject to rent receivables totalling EUR 232.12 (unpaid rent for 2025 and 2026). The buyer must verify the amount of the arrears and pay them. The arrears are not paid, even in part, from the purchase price paid to the Enforcement Authority.

The sale conditionally includes an electricity connection. To have the electricity connection transferred into their name, the buyer must pay the electricity company Oulun Energia Kenve Oy any arrears relating to the connection for electricity transmission. As of 14 September 2026, arrears on the connection amount to EUR 882.10. The buyer must verify the amount of the arrears and pay them. The arrears are not paid, even in part, from the purchase price paid to the Enforcement Authority.

The sale conditionally includes a water connection. To have the water connection transferred into their name, the buyer must pay the water company Oulun Energia Kenve Oy any arrears relating to the connection. As of 13 May 2026, arrears on the connection amount to EUR 968.21. The buyer must verify the amount of the arrears and pay them. The arrears are not paid, even in part, from the purchase price paid to the Enforcement Authority.

The sale conditionally includes a fibre-optic connection. To have the connection transferred into their name, the buyer must pay Valokuitunen Oy / Visma Amili Oy any arrears relating to the connection. As of 10 September 2026, arrears on the connection amount to EUR 154.33. The buyer must verify the amount of the arrears and pay them. The arrears are not paid, even in part, from the purchase price paid to the Enforcement Authority.

The buyer is responsible for any fees payable for the transfer of connection agreements.

Object’s terms of sale

The object is sold by online auction with ascending bids on the website www.huutokaupat.com. The deadline for submitting purchase bids expires on 7.10.2026 at 13:00 (or 2 minutes after the last purchase bid accepted for the auction has been submitted).

The enforcement officer decides whether the highest bid is to be accepted or not. Bids placed in the online auction are binding.

If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may result in the buyer’s liability for compensation in accordance with Chapter 5, Section 25 of the Enforcement Code.

The enforcement officer reserves the right to close the sale or extend the sale period.

If it is not possible to place a bid via the Huutokaupat.com service, the potential buyer may submit a written bid to the enforcement officer. The bid will be linked to the online auction as a maximum bid according to the bidding system. The bid must be submitted in writing to the enforcement authority no later than 5.10.2026 at 12:00 to the address Enforcement Authority / Kemi office, Valtakatu 28, 94100 Kemi or by email rovaniemi.realisointi.uo@oikeus.fi. A written bid is binding and the same terms apply as in the online auction. The written bid must be signed and must include the bidder’s contact details, the maximum amount of the bid and the number of the object in the Huutokaupat.com service to which the bid applies.

The property is distrained and sold by private sale through the enforcement officer in accordance with Chapter 5, Section 76 of the Enforcement Code and, where applicable, the general auction terms of the Enforcement Code.
