Terms of Sale

The property will be sold by ascending bids in an online auction held on the www.huutokaupat.com website from 1 to 23 September 2026. Participation in the auction requires registration. The deadline for submitting bids ends on 23 September 2026 at 12:00 or three minutes after the last accepted bid.


The Enforcement Authority is not responsible for the functioning of the service provider's system. The highest bid is the bid the service provider's system has accepted as the highest. The enforcement officer decides separately whether to accept or reject the highest bid.


Bids submitted in the online auction are binding. If a bid made is accepted, the bidder is obliged to pay the offered purchase price within the stated payment period. Failure to pay the offered purchase price may lead to the buyer's liability for compensation under Chapter 5, Section 25 of the Enforcement Code.


If it is not possible to submit purchase bids through the Huutokaupat.com service, the prospective buyer may submit a written purchase bid to the enforcement authority, which will be included in the online auction as a maximum bid in accordance with the automatic bidding system. The written bid must be signed and must state the bidder's contact details, the maximum amount of the bid, and the Huutokaupat.com item number to which the bid applies. A written purchase bid is binding and the same terms apply to it as in the online auction. The bid must be submitted no later than 22 September 2026 at 10:00 to the Enforcement Authority's Kouvola office, address Vuorikatu 1, 45100 Kouvola, OR by email to: kouvola.realisointi.uo@oikeus.fi.


The enforcement authority reserves the right to end the sale or extend the sale period.


The buyer must immediately pay a deposit of 20 per cent of the purchase price into the Enforcement Authority's official funds account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the bidder of the highest bid that has been accepted. The bidder with the highest bid must state on whose behalf the bid was made. Otherwise, the highest bidder will be deemed the buyer.


A payment period of up to six weeks may be granted for the remaining purchase price, if necessary. The payment period must be notified separately. If the payment period is used, annual interest on the entire purchase price must be paid for the whole agreed period from the sale date until the end of the payment period, in accordance with section 3(2) of the Interest Act. If the payment period is not used, the purchase price must be paid without delay after acceptance of the bid.


If payment is not made within the prescribed time, the buyer must pay default interest on the entire purchase price in accordance with section 4(1) of the Interest Act until the purchase price has been paid or a new sale has been carried out.


If the debtor uses the premises sold or keeps property there, the buyer has the right to request official assistance from the enforcement officer to carry out eviction after the buyer has paid the purchase price. Eviction shall, as applicable, follow the provisions of the Enforcement Code concerning eviction. The moving date shall be determined so that, without a weighty reason, it is not set earlier than one week or later than two weeks from the date on which the notice to move was served. In eviction proceedings, the buyer may be permitted to deal with movable property of little or no value as they wish. The buyer must be prepared to bear any costs arising from enforcement of the eviction. In practice, if movable property has been left on the premises, clearing the property and disposing of the movables will be at the buyer's expense.


The buyer shall obtain the right of possession of the property when the entire purchase price has been paid and, if necessary, the eviction has been carried out. The buyer may not use the property in a way that reduces its value before receiving the deed of sale. The buyer obtains title to the property when they have received the deed of sale. The deed of sale will be handed over when the entire purchase price has been paid and the sale has become legally final.


The State has a pre-emption right in the sale of real property if the acquisition of the property is necessary for ensuring national defence, border control or border security, or for monitoring or safeguarding territorial integrity (Act on the State's Pre-emption Right in Certain Areas 469/2019 of 29 March 2019).


Persons from outside the EU and EEA have the right to acquire real property in the territory of the Finnish state only if a permit is granted for the acquisition (Act on Permit for Certain Real Estate Acquisitions 470/2019 of 29 March 2019). The buyer is responsible for obtaining the permit and for the obligations arising from it. Further information is available on the website of the Ministry of Defence.
