The property is sold in an online auction held on the website www.huutokaupat.com. Participation requires registration. The deadline for submitting bids expires on 12 August 2026 at 13:00 (or 3 minutes after the last accepted bid).

The Enforcement Authority is not responsible for the functioning of the service provider's system. The highest bid is the one that the service provider's system has accepted as highest. The enforcement officer decides whether to accept or reject the highest bid. Bids made in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may lead to the buyer's liability to compensate under section 25 of chapter 5 of the Enforcement Code.

If registration is not possible, a written purchase offer may be submitted. A written offer must be sent by post or email so that it is received by the Enforcement Authority no later than 7 August 2026 at 16:15. The email address is oulu.realisointi.uo@oikeus.fi and the postal address is Ulosottolaitos, PO Box 1, 00067 Ulosottolaitos. A written offer may also be submitted by the same deadline to the Enforcement Authority's Oulu office at Torikatu 34-40, 90100 Oulu. The office customer service is open on weekdays 08:00–16:15. A written purchase offer must state the bidder's name, personal identity code / business ID and contact details. A written offer will be entered in the online auction as a maximum bid. The person submitting a written offer is responsible for ensuring the offer is received by the deadline. A written purchase offer is binding and is subject to the same terms as the online auction.

This bidding procedure is part of the offering procedure for a total of five jointly encumbered properties, in which offers are requested in an alternative offering procedure under section 61 of chapter 5 of the Enforcement Code for all jointly encumbered properties together and for each property separately. Separate offers made for individual properties will be accepted if they exceed the collective offer or if the debtor demands it and all preferential claims and the applicant's claim are covered.

The enforcement authority reserves the right to terminate the sale or extend the sale period.

The property is seized and sold by private sale conducted by the enforcement officer in accordance with section 76 of chapter 5 of the Enforcement Code and, where applicable, the general auction terms of the Enforcement Code.

Payment terms

The enforcement officer will notify the highest bidder whether the bid can be accepted. If the bid can be accepted, the buyer shall pay the entire purchase price by bank transfer to the Enforcement Authority's official reserve account. When the payment is visible on the reserve account, the enforcement officer issues the sales decision, which will be delivered to the parties. The purchase price cannot be paid by credit card.

Deposit: If the whole purchase price is not paid immediately, the buyer must pay a deposit of 20% of the purchase price immediately.

Payment period: If necessary, a payment period of up to six weeks from the sales decision may be granted for the remaining purchase price. In such case, annual interest is charged on the whole purchase price for the entire payment period from the date of sale until the payment period ends. The reference rate is currently 2.50%. If payment has not been made within the granted payment period, late payment interest will be charged thereafter, which is currently 9.50%.

Obligations transferred to the buyer

On transfer of ownership of the property, the buyer must pay the transfer tax of 3% on their own initiative before applying for title and no later than six months from the date of the deed of sale. The buyer is responsible for the costs of title registration and the transfer tax.

The state has a pre-emption right for purchasing the property if acquisition is necessary for defence, border control or border security, or for the monitoring or securing of territorial integrity (Act on the State's Pre-emption Right in Certain Areas 29.3.2019/469).

Foreign persons defined by law have the right to acquire property in the territory of the State of Finland only if permission for the acquisition is granted (Act on the State's Pre-emption Right in Certain Areas 29.3.2019/470).

The enforcement officer reserves the right to end the sale or extend the sale period.

If it is not possible to place a bid via the Huutokaupat.com service, a prospective buyer may submit a written bid to the enforcement officer. The bid is connected to the online auction as a maximum bid according to the automatic increment. The bid must be submitted in written form to the Enforcement Authority no later than 7 August 2026 at 16:15 at the address Ulosottolaitos / Enforcement Authority, PO Box 1, 00067 Ulosottolaitos or Ulosottolaitos / Oulu operational unit, Torikatu 34-40, 90100 Oulu or oulu.realisointi.uo@oikeus.fi. A written bid is binding and the same terms apply to it as in the online auction. The written bid must be signed and must state the bidder's contact details, the bid's maximum amount and the number of the object in the Huutokaupat.com service to which the bid refers.
