If it is not possible to register, a written purchase offer may be submitted. A written offer must be delivered by post or e‑mail so that it arrives at the Enforcement Authority no later than 11 August 2026 at 12:00. A written offer may also be submitted by the same deadline to the Enforcement Authority’s Oulu office at Torikatu 34–40, 90100 Oulu. The office’s customer service is open on weekdays 08:00–16:15. A written purchase offer must state the bidder’s name, personal identity number/company registration number and contact details. A written offer is recorded in the online auction as a maximum bid. The person submitting a written offer is responsible for ensuring it arrives by the deadline. A written purchase offer is binding and is subject to the same conditions as the online auction.

The enforcement authority reserves the right to terminate the sale or to extend the sale period.

The property has been seized and is sold privately by the enforcement officer in accordance with Chapter 5, Section 76 of the Enforcement Code and, where applicable, the general auction terms set out in the Enforcement Code.

Payment terms

The enforcement officer will inform the highest bidder whether the bid can be accepted. If the bid can be accepted, the buyer pays the full purchase price by bank transfer to the Enforcement Authority’s official account. When the payment is visible on the account, the enforcement officer issues the sale decision, which will be delivered to the parties. The purchase price cannot be paid by credit card.

Deposit: If the full purchase price is not paid immediately, the buyer must pay a deposit of 20% of the purchase price immediately.

Payment period: If necessary, up to six weeks’ payment time may be granted for the remaining purchase price from the date of the sale decision. In that case, annual interest is payable on the full purchase price for the entire payment period from the sale date until the payment deadline. The reference rate is currently 2.50%. If payment is not made within the granted payment period, annual default interest will be charged thereafter, currently 9.50%.

Obligations transferred to the buyer

The buyer must pay the transfer tax of three per cent on the transfer of ownership of the property on their own initiative before applying for title and at the latest within six months of the contract. The buyer is responsible for title registration costs and transfer tax.

The State has a pre‑emptive right to purchase the property if acquisition is necessary for national defence, border control or border security, or for supervising or safeguarding territorial integrity (Act on the State’s Pre‑emptive Right in Certain Areas 29.3.2019/469).

Certain foreign persons defined by law may acquire real estate in the territory of Finland only with a permit (Act on the State’s Pre‑emptive Right in Certain Areas 29.3.2019/470).

The bid must be submitted in writing to the Enforcement Authority no later than 11 August 2026 at 12:00 at the address Utsökningsverket / Ulosottolaitos, PL 1, 00067 Ulosottolaitos, or Utsökningsverket / Uleåborg operational site, Torikatu 34–40, 90100 Uleåborg, or to oulu.realisointi.uo@oikeus.fi. A written bid is binding and subject to the same conditions as the online auction. The written bid must be signed and must state the bidder’s contact details, the bid’s maximum amount and the number of the object in the Huutokaupat.com service to which the bid relates.
