The seller reserves the right to accept or reject the highest offer.

After the auction ends the seller will contact the buyer within three working days and agree a reasonable reservation period (approx. 1–3 months). The final sales decision will be made in accordance with the City of Oulu’s valid administrative rules. The sales decision is a unilateral administrative decision by the City of Oulu and the buyer will receive a notification. Decisions on the sale of buildings are made case-by-case by the Municipal Services Committee and the Corporate Section in line with further delegation. For decision-making the bidder agrees to provide personal contact details to the City of Oulu.

The sale uses a contract drafted by the seller. Ownership and possession of the object transfer to the buyer when the contract is signed. The signing date will be agreed with the buyer after the sales decision has become legally valid (21 days). The purchase price is paid at the signing meeting; in practice a payment receipt is presented. The buyer is responsible for costs of registration, the certifying officer’s fee and transfer tax.

The property is sold as seen and with the equipment present at the time of the advertisement and at completion. Items and fittings will be agreed, but as a rule are included in the sale in their condition at handover. No warranty is given. There is no right of exchange or return. Bidders must inspect the property, documents and records before making an offer. The buyer cannot later rely on any matter that could have been observed during prior inspection. By submitting an offer the bidder accepts the condition of the property as is.

The City of Oulu confirms that it has provided the buyer with all information that the owner knows and that can be assumed to affect the sale.

Bids may also be submitted in person on site by handing a written binding offer to the seller. All offers are registered publicly in the property advertisement. The City of Oulu and the buyer undertake to record all offers in the system. The property may only be sold to the highest bidder recorded in the system.

Information on property tax is available via vero.fi. The exact amount of property tax cannot be determined in advance. The tax authority is informed of the transaction by the certifying officer and, if only a building is sold, e.g. via transfer tax. It is the owner’s duty to report next year’s details to the tax authority in March (e.g. areas of land and buildings, building years, etc.). At the same time the owner should monitor receipt of the property tax decision and make corrections if required. Corrections can be made via the online tax service. The City of Oulu does not pay property tax and therefore the tax authority’s records may not contain the property’s details in their system.
