Bids and sale decision

The property has a reserve price. If the reserve price is met, the Municipality of Rusko will sell the plot to the bidder who makes the highest bid. However, the end of the auction or placing the highest bid does not yet constitute a binding property sale. The final sale is concluded only after the competent authority has made the sale decision and the deed of sale has been signed.

If the reserve price is not met, the Municipality of Rusko reserves the right to accept or reject the highest bid or not to sell the property. The Municipality of Rusko also reserves the right to suspend the sales procedure or not to sell the property.

The property is sold as a private transaction between the users. Huutokaupat.com is not a party to the sale. By submitting a bid, the bidder accepts these terms of sale and the current auction terms of Huutokaupat.com.

Bidders undertake to allow their contact details to be disclosed by Huutokaupat.com to the Municipality of Rusko for making the sale decision and communicating it.

Public nature of bids

All bids are public. Bids made in the auction are displayed in the property listing on the Huutokaupat.com service.

Inspecting the property

Before submitting a bid, the bidder must inspect the plot, its location and terrain conditions, as well as all documents attached to the listing.

The bidder is solely responsible for obtaining all information necessary for their purchase decision before submitting a bid.

The plot is sold in the condition in which it is at the time of sale. By submitting a bid, the bidder accepts the property as is. The descriptions in the listing are only the seller’s assessments of the property for sale.

No warranty is given for the property. There is no right of exchange or return.

Information provided by the seller

The Municipality of Rusko warrants that it has provided all material information known to it that may reasonably be expected to affect the sale.

Building obligation

The buyer undertakes to build a residential building intended for permanent residence in accordance with the local detailed plan, building regulations, building guidelines and approved plans. Within three (3) years of the sale, the building must have reached a stage of completion at which the building control authority can approve it at the commissioning inspection.

Construction method

Construction must comply with the valid local detailed plan.

Transfer of an undeveloped plot

An undeveloped plot may not be sold or otherwise transferred without the written consent of the Municipality of Rusko.

Contractual penalties

A contractual penalty may be imposed for breaching the building obligation or restriction on further transfer, as specified in more detail in the transfer documents.

Connections and other costs

The buyer is responsible for all costs related to construction.

The buyer is responsible for connection charges in accordance with the tariffs in force at the time, as well as electricity, telecommunications and other connections.

The buyer is responsible for transfer tax, title registration costs, any costs for a public purchase witness and other official charges related to the property sale.

The seller is responsible for taxes and charges imposed on the property until ownership is transferred, after which responsibility passes to the buyer.

Placement of cables and equipment

The property owner permits the placement of cables, equipment and structures serving the community or property on the property in accordance with applicable legislation.

Any inconvenience or damage will be compensated as separately agreed.

Transfer of the plot

A separate decision on the transfer of the plot will be made in accordance with the valid delegation of authority of the Municipality of Rusko.

The final sale will be concluded using a deed of sale prepared by the Municipality of Rusko.

The deed of sale must be signed within three (3) months of the sale decision, unless otherwise agreed.

The purchase price must be paid in full into the account specified in the deed of sale within fourteen (14) days of signing the deed of sale.

Ownership and possession pass to the buyer once the purchase price has been paid in full.

Withdrawing from the sale

A party who, after an accepted bid and without legal grounds, refuses to complete the sale must, in accordance with the Code of Real Estate, reimburse the other party for reasonable costs incurred from advertising, inspecting the property and other necessary measures related to concluding the sale.
