Terms of Sale

Specific terms of sale

Submission of bids

The property is sold by increasing bids in an online auction held on the www.huutokaupat.com website from 26 October to 16 November 2026. Participation in the auction requires registration. The deadline for submitting bids is 16 November 2026 at 13:00 or two minutes after the last accepted bid.

The National Enforcement Authority Finland is not responsible for the functioning of the service provider’s system. The highest bid is the bid that the service provider’s system has accepted as the highest. The enforcement officer separately decides whether to accept or reject the highest bid.

If it is not possible to submit purchase offers through the Huutokaupat.com service, a prospective buyer may submit a written purchase offer to the enforcement authority, which will be included in the online auction as the maximum bid in accordance with the automatic bidding system. The written offer must be signed and state the bidder’s contact details, the maximum bid and the item number on the Huutokaupat.com service to which the offer relates. The written purchase offer is binding and is subject to the same terms as the online auction. The offer must be submitted by 12 November 2026 at 10:00 to the Kouvola office of the National Enforcement Authority Finland, address: Vuorikatu 1, 45100 Kouvola, or by email to kouvola.realisointi@oikeus.fi.

Bids submitted in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the stated payment period. Failure to pay the offered purchase price may result in the buyer’s liability for compensation under Chapter 5, section 25 of the Enforcement Code.

The enforcement authority reserves the right to terminate the sale or extend the sale period.

Payment terms

Deposit

If the highest bid is accepted, the buyer must immediately pay a deposit of 20% of the purchase price into the National Enforcement Authority Finland’s official bank account. The deposit cannot be paid by credit card. The National Enforcement Authority Finland will contact the highest bidder whose bid has been accepted. The highest bidder must state on whose behalf the bid was made. Otherwise, the highest bidder will be deemed the buyer.

Payment time for the remaining purchase price may be granted, if necessary, until 7 December 2026. The use of an extended payment period must be notified separately. If an extended payment period is used, annual interest in accordance with section 3(2) of the Interest Act must be paid on the entire purchase price for the full agreed period, from the date of sale until the end of the payment period. If no extended payment period is used, the purchase price must be paid without delay after acceptance of the bid.

If payment is not made within the prescribed period, the buyer must pay default interest in accordance with section 4(1) of the Interest Act on the entire purchase price until the purchase price has been paid or a new sale has taken place.

Other information

The buyer obtains possession of the property when the entire purchase price has been paid. Before receiving the deed of sale, the buyer may not use the property in a manner that reduces its value. The buyer obtains title to the property upon receiving the deed of sale. The deed of sale is handed over once the entire purchase price has been paid and the sale has become legally final.

The property has been seized for enforcement and is sold by a free sale conducted by the enforcement officer, observing, where applicable, the general auction terms laid down in the Enforcement Code. The sales brochure is indicative and is not a comprehensive description of the property.

Buyers are urged to familiarise themselves carefully with the property, the sales brochure and the attached documents before submitting a bid.

The State has a right of first refusal in the sale of real property if acquiring the property is necessary to ensure national defence, border control or border security, or to monitor or safeguard territorial integrity (Act on the State’s Right of First Refusal in Certain Areas, 29 March 2019/469).

Persons from outside the EU and EEA may acquire real property in Finland only if a permit is granted for the acquisition (Act on the Permit Requirement for Certain Real Property Acquisitions, 29 March 2019/470). The buyer is responsible for obtaining the permit and for the obligations arising from it. Further information is available on the Ministry of Defence website.
