Bids and sale decision

The property is subject to a reserve price. If the reserve price is met, the Municipality of Rusko will sell the plot to the bidder who has made the highest bid. However, the end of the auction or making the highest bid does not yet constitute a binding property transaction. The final sale takes place only after the competent authority has made a sale decision and the deed of sale has been signed.

If the reserve price is not met, the Municipality of Rusko reserves the right to accept or reject the highest bid or leave the property unsold. The Municipality of Rusko also reserves the right to discontinue the sales procedure or leave the property unsold.

The property is sold as a transaction between users. Huutokaupat.com is not a party to the transaction. By making a bid, the bidder accepts these terms of sale and the current auction terms of Huutokaupat.com.

Bidders undertake to allow Huutokaupat.com to disclose their contact details to the Municipality of Rusko for the purpose of making and communicating the sale decision.

Publicity of bids

All bids are public. Bids made in the auction are displayed in the property listing on the Huutokaupat.com service.

Inspecting the property

Before making a bid, the bidder must inspect the plot, its location, terrain conditions and all documents attached to the listing.

The bidder is solely responsible for obtaining all information necessary for their purchase decision before making a bid.

The plot is sold in the condition in which it is at the time of the transaction. By making a bid, the bidder accepts the property as-is. The descriptions in the listing are solely the seller’s assessments of the property for sale.

No warranty is provided for the property. The property is not subject to any right of exchange or return.

Information provided by the seller

The Municipality of Rusko warrants that it has provided the material information known to it that may reasonably be expected to affect the transaction.

Building obligation

The buyer undertakes to build a residential building intended for permanent occupation in accordance with the local detailed plan, building regulations, building guidelines and approved plans. Within three (3) years of the transaction, the building must have reached a stage of completion at which the building control authority can approve it at the commissioning inspection.

Construction method

Construction must comply with the current local detailed plan.

Transfer of an undeveloped plot

An undeveloped plot may not be sold or otherwise transferred without the written consent of the Municipality of Rusko.

Contractual penalties

A contractual penalty may be imposed for breaching the building obligation or the restriction on onward transfer, as specified in more detail in the transfer documents.

Connections and other costs

The buyer is responsible for all costs related to construction.

The buyer is responsible for connection fees in accordance with the tariffs in force at the time, as well as electricity, telecommunications and other connections.

The buyer is responsible for transfer tax, title registration costs, any costs for a public purchase witness and other official fees related to the property transaction.

The seller is responsible for taxes and charges levied on the property until ownership is transferred, after which responsibility passes to the buyer.

Placement of cables and equipment

The property owner permits cables, equipment and structures serving the community or the property to be placed on the property in accordance with applicable legislation.

Any inconvenience or damage will be compensated as separately agreed.

Transfer of the plot

A separate decision on the transfer of the plot will be made in accordance with the current delegation of powers of the Municipality of Rusko.

The final transaction will be concluded using a deed of sale prepared by the Municipality of Rusko.

The deed of sale must be signed within three (3) months of the sale decision, unless otherwise agreed.

The purchase price must be paid in full to the account specified in the deed of sale within fourteen (14) days of signing the deed of sale.

Ownership and possession transfer to the buyer once the purchase price has been paid in full.

Withdrawal from the transaction

A party who, after an accepted bid, refuses without lawful grounds to conclude the transaction must, in accordance with the Code of Real Estate, reimburse the other party for reasonable costs arising from advertising, inspecting the property and other necessary measures related to concluding the transaction.
