Bids and the sale decision

The property is subject to a reserve price. If the reserve price is met, the Municipality of Rusko will sell the plot to the highest bidder. However, the end of the auction or the submission of the highest bid does not yet constitute a binding property sale. The final sale will only be concluded after the competent authority has made a sale decision and the deed of sale has been signed.

If the reserve price is not met, the Municipality of Rusko reserves the right to accept or reject the highest bid or not to sell the property. The Municipality of Rusko also reserves the right to interrupt the sales process or not to sell the property.

The property is sold as a transaction between users. Huutokaupat.com is not a party to the transaction. By submitting a bid, the bidder accepts these terms of sale and the applicable auction terms of Huutokaupat.com.

Bidders undertake that Huutokaupat.com may disclose their contact details to the Municipality of Rusko for the purpose of making the sale decision and notifying the parties of it.

Publication of bids

All bids are public. Bids made in the auction are displayed in the property listing on the Huutokaupat.com service.

Inspection of the property

Before submitting a bid, the bidder must familiarise themselves with the plot, its location, terrain conditions and all documents attached to the listing.

The bidder is solely responsible for obtaining all information necessary for their purchase decision before submitting a bid.

The plot is sold in the condition in which it is at the time of sale. By submitting a bid, the bidder accepts the property as it is. The descriptions in the listing are solely the seller’s assessments of the property for sale.

No warranty is provided for the property. There is no right of exchange or return.

Information provided by the seller

The Municipality of Rusko confirms that it has provided the material information known to it that may reasonably be expected to affect the sale.

Building obligation

The buyer undertakes to build a residential building intended for permanent occupation in accordance with the local detailed plan, building regulations, building guidelines and approved plans. Within three (3) years of the sale, the building must have reached a stage of completion at which the building control authority can approve it at the commissioning inspection.

Construction method

Construction must comply with the local detailed plan in force.

Transfer of an undeveloped plot

An undeveloped plot may not be sold or otherwise transferred without the written consent of the Municipality of Rusko.

Contractual penalties

A contractual penalty may be imposed for breaching the building obligation or the restriction on onward transfer, as specified in more detail in the transfer documents.

Connections and other costs

The buyer is responsible for all costs related to construction.

The buyer is responsible for connection charges in accordance with the tariffs in force at the time, as well as electricity, telecommunications and other connections.

The buyer is responsible for transfer tax, title registration costs, any costs for authentication of the sale and other official charges related to the property sale.

The seller is responsible for taxes and charges imposed on the property until ownership is transferred, after which responsibility passes to the buyer.

Placement of cables and equipment

The property owner permits the placement of cables, equipment and structures serving the community or property on the property in accordance with applicable legislation.

Any inconvenience or damage will be compensated as separately agreed.

Transfer of the plot

A separate decision on the transfer of the plot will be made in accordance with the Municipality of Rusko’s applicable delegations of authority.

The final sale will be completed using a deed of sale prepared by the Municipality of Rusko.

The deed of sale must be signed within three (3) months of the sale decision, unless otherwise agreed.

The purchase price must be paid in full into the account specified in the deed of sale within fourteen (14) days of signing the deed.

Ownership and possession will pass to the buyer once the purchase price has been paid in full.

Withdrawal from the sale

Under the Finnish Code of Real Estate, a party who, without lawful grounds, refuses to complete the sale after a bid has been accepted must reimburse the other party for reasonable costs incurred from advertising, inspecting the property and other necessary measures related to completing the sale.
