Bids and sale decision

The property is subject to a reserve price. If the reserve price is met, the Municipality of Rusko will sell the plot to the highest bidder. However, the end of the auction or the submission of the highest bid does not yet constitute a binding property transaction. The final transaction is concluded only after the competent authority has made the sale decision and the deed of sale has been signed.

If the reserve price is not met, the Municipality of Rusko reserves the right to accept or reject the highest bid or not to sell the property. The Municipality of Rusko also reserves the right to discontinue the sale process or not to sell the property.

The property is sold as a transaction between users. Huutokaupat.com is not a party to the transaction. By submitting a bid, the bidder accepts these terms of sale and the current auction terms of Huutokaupat.com.

Bidders undertake to allow Huutokaupat.com to disclose their contact details to the Municipality of Rusko for making the sale decision and notifying parties of it.

Publicity of bids

All bids are public. Bids made in the auction are displayed in the property listing on the Huutokaupat.com service.

Inspecting the property

Before submitting a bid, the bidder must inspect the plot, its location, terrain conditions and all documents attached to the listing.

The bidder is solely responsible for obtaining all information necessary for their purchase decision before submitting a bid.

The plot is sold in the condition it is in at the time of the transaction. By submitting a bid, the bidder accepts the property as is. The descriptions in the listing are solely the seller’s assessments of the property being sold.

No warranty is given for the property. The property is not subject to any right of exchange or return.

Information provided by the seller

The Municipality of Rusko warrants that it has provided the material information in its possession that can be assumed to affect the transaction.

Building obligation

The buyer undertakes to build a residential building intended for permanent residence in accordance with the local detailed plan, building regulations, building guidelines and approved plans. Within three (3) years of the transaction, the building must have reached a stage at which the building control authority can approve it at the commissioning inspection.

Construction method

Construction must comply with the local detailed plan in force.

Transfer of an undeveloped plot

An undeveloped plot may not be sold or otherwise transferred without the written consent of the Municipality of Rusko.

Contractual penalties

A contractual penalty may be imposed for breaching the building obligation or the restriction on onward transfer, as specified in more detail in the transfer documents.

Connections and other costs

The buyer is responsible for all costs related to construction.

The buyer is responsible for connection charges according to the tariffs in force at the time, as well as electricity, telecommunications and other connections.

The buyer is responsible for transfer tax, title registration costs, any costs for a public purchase witness and other official fees related to the property transaction.

The seller is responsible for taxes and charges levied on the property until ownership is transferred, after which responsibility passes to the buyer.

Placement of cables and equipment

The property owner permits the placement of cables, equipment and structures serving the community or property on the property in accordance with applicable legislation.

Any inconvenience or damage will be compensated as agreed separately.

Transfer of the plot

A separate decision on the transfer of the plot will be made in accordance with the Municipality of Rusko’s current rules on authority.

The final transaction will be concluded using a deed of sale prepared by the Municipality of Rusko.

The deed of sale must be signed within three (3) months of the sale decision, unless otherwise agreed.

The purchase price must be paid in full to the account specified in the deed of sale within fourteen (14) days of signing the deed.

Ownership and possession are transferred to the buyer once the purchase price has been paid in full.

Withdrawal from the transaction

In accordance with the Code of Real Estate, a party who, without legal grounds, refuses to complete the transaction after a bid has been accepted must reimburse the other party for reasonable costs incurred in advertising, inspecting the property and taking other necessary steps related to concluding the transaction.
