The seller reserves the right to accept or reject the highest offer. If the highest bidder withdraws, the City of Helsinki may consider offering the property to the second-highest bidder at their highest offered price.

The property is sold in the condition and with the fixtures as presented in the listing and at the time of sale. Anyone participating in the auction must inspect the property and the documents themselves before making a binding offer. The buyer cannot later rely on any matter that could have been observed during the preliminary inspection or in the documents. By submitting an offer the bidder accepts the condition of the property as is.

The buyer has no right of exchange or return. No warranty is given for the property. The descriptions in the listing are the seller’s assessments of the property.

By submitting offers, bidders agree that their contact details may be disclosed by Huutokaupat.com to the seller to enable the sales decision and notification.

The deed of sale and the ground lease used in the transaction will be prepared by the seller. Ownership and control transfer to the buyer upon signing the deed. The signing time for the deed and the ground lease will be agreed with the buyer after the City of Helsinki’s separate sales decision has become final (approx. 21 days). The purchase price must be paid at the signing meeting, where a receipt for the purchase price payment is normally presented. Transfer tax is payable by the buyer.

Offer period

4 March 2026 – 30 May 2026

The offer period begins on 4 March 2026 and ends on 30 May 2026 at 12:00 or 3 minutes after the last accepted bid. Bids are made in the Huutokaupat.com service by the stated time. Participation is also possible by submitting a written binding offer to the seller’s representative by 28 May 2026 at 10:00. Prior arrangement with the seller’s representative is required for submitting a written offer. All offers will be recorded publicly on the property listing. The written purchase offer is binding and is subject to the same conditions as the online auction. Buyers undertake to enter all offers into the system.

The written purchase offer must be signed and must state the bidder’s contact details, the maximum amount offered and the Huutokaupat.com reference number of the listing to which the offer relates.

The City Urban Environment Division is not responsible for the functionality of the service provider’s system. The highest offer is the offer that the service provider’s system has accepted as the highest.

Offers made in the online auction are binding. If an accepted offer is made, the bidder is obliged to pay the offered purchase price within the agreed payment time.

The City of Helsinki, Urban Environment Division, reserves the right to suspend the auction or extend the sale period.

Offers

The City of Helsinki, Urban Environment Division, reserves the right to request additional information and clarifications from a bidder and to reject all offers. The selection of the buyer will be notified to all bidders.

Conditions for acceptance of an offer

Acceptance of an offer and concluding the ground lease require that the buyer has no adverse entries in their credit information and that neither the buyer, the buyer’s owner entity nor any party controlling the buyer is subject to sanctions imposed by the European Union or the United Nations. By making an offer the buyer certifies that they meet these conditions.

If an offer is accepted, the bidder must provide an operational plan to the seller on the same day.

Final acceptance of an offer also requires the buyer to provide the City of Helsinki with a statement on the planned business use for the area that conforms to the zoning plan and the character of the property, and for the City of Helsinki to approve the submitted statement. Final acceptance also requires a separate sales decision by the competent City official or body of the City of Helsinki.

Withdrawal from a bid

If a bidder withdraws from an accepted bid, they must compensate the seller for costs caused by the failed auction equivalent to 4% of the accepted bid price. If the highest bidder withdraws and the City offers the property to the second-highest bidder, and that bidder then withdraws after the sales decision, a cancellation fee of 4% of the accepted bid price will be charged.

Completion of the sale

The purchase price must be paid in full and the deed of sale and the ground lease must be signed within two months of the auction ending, unless otherwise agreed with the seller.
