Terms of Sale
How to submit bids
The property is sold by incremental bids in an online auction held on the website www.huutokaupat.com.
Participation in the auction requires registration. The deadline for submitting bids ends on 5 August 2026 at 18:00 or three minutes after the last bid.
The Enforcement Authority is not responsible for the functionality of the service provider’s system. The highest bid is the bid that the service provider’s system has accepted as highest. The enforcement officer will decide separately whether to accept or reject the highest bid.
If it is not possible to submit purchase bids via the Huutokaupat.com service, a prospective buyer may submit a written purchase bid to the enforcement authority, which will be attached to the online auction as a maximum bid in accordance with the automatic increase function. The written bid must be signed and must show the bidder’s contact details, the maximum amount of the bid and the Huutokaupat.com item number to which the bid relates. A written purchase bid is binding and the same terms apply as in the online auction. The bid must be submitted no later than 3 August 2026 at 16:15 to the Enforcement Authority’s Oulu office at Ulosottolaitos / Oulun toimipaikka, Torikatu 34–40, 90100 Oulu, by post to Ulosottolaitos, PL 1, 00067 ULOSOTTOLAITOS, or by e‑mail to oulu.realisointi.uo@oikeus.fi.
The Enforcement Authority reserves the right to end the sale or to extend the sale period.
Buyer’s liability
Bids submitted in the online auction and in writing are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the stated payment period. Failure to pay the offered purchase price may lead to the buyer’s liability for compensation under Chapter 5, Section 25 of the Enforcement Code.

The enforcement officer may not accept the highest bid if they assess that the bid is clearly below the market value of the property in the locality.
Payment terms
Deposit
The buyer must immediately pay a deposit of 20% of the purchase price to the Enforcement Authority’s official account. Cash, equivalent means of payment and security are accepted; an immediate bank deposit to the Enforcement Authority’s account is accepted. Detailed payment information will be provided separately. The deposit cannot be paid by credit card. The Enforcement Authority will contact the highest bidder whose bid has been accepted. The highest bidder must state on whose behalf the bid was made; otherwise the highest bidder will be considered the buyer.
Payment period
If necessary, up to six weeks’ payment time may be granted for the remaining purchase price. The payment period will be notified separately. If a payment period is used, annual interest under section 3(2) of the Interest Act is payable on the whole purchase price for the entire agreed payment period from the sale date until the end of the payment period.
If no payment period is granted, the purchase price must be paid immediately after the bid has been accepted.
If payment is not made within the specified time, the buyer must pay late interest on the whole purchase price in accordance with section 4(1) of the Interest Act until the purchase price has been paid or a new sale has been completed.
Obligations and rights transferred to the buyer
At the time the sales brochure was prepared, the property has an Elenia electricity connection and a Siikalatva water and heating connection. Connections are sold with the property but transfer of a connection is conditional on the buyer paying any arrears owed to the service provider in addition to the purchase price. Arrears will not be deducted from the purchase price.
The amounts of known arrears are:

The buyer is responsible for any fees related to the transfer of connection contracts.
Encumbrances
Pledges on the sold movable property will lapse and registered mortgages will remain in force.
An electronic mortgage deed of €100,000.00 will be transferred to the buyer or the buyer’s nominee. The buyer will not assume the secured debt.
Applying for title and paying transfer tax
The buyer must apply for title to the acquisition within six months of the date of the deed. The buyer must pay the transfer tax on their own initiative no later than when applying for title. The transfer tax is 3% of the purchase price.
If a title application is submitted by the enforcement officer at the buyer’s request in connection with notification of transfer of the property, the transfer tax declaration must be made and the transfer tax paid on the same day that the property transfer notification is sent.
Eviction
If the debtor uses the sold premises or stores belongings there, the buyer has the right to request official assistance from the enforcement officer to carry out an eviction after the buyer has paid the purchase price. The eviction will follow, as applicable, the enforcement code provisions on evictions. The moving‑out date is set so that it is not earlier than one week and not later than two weeks from the date of receipt of the moving request, unless there is a compelling reason.
In the eviction procedure, the buyer may be allowed to deal with low‑value and worthless movable property as they wish. The buyer must be prepared to cover any costs arising from the enforcement of the eviction. In practice, the buyer should expect that cleaning the property and disposing of any movable property left in the premises will be done at the buyer’s expense.
Transfer of possession and ownership
The buyer will receive the right of possession to the sale object when the entire purchase price has been paid. The buyer must not use the property in a way that reduces its value before receiving the deed. The buyer will obtain ownership of the sale object upon receipt of the deed. The deed will be handed over when the entire purchase price has been paid and the sale has become final.
Other information
The property has been seized and it is sold by free sale carried out by the enforcement officer in accordance with the general auction terms laid down in the Enforcement Code, as applicable. The sales brochure is indicative and is not a comprehensive description of the sale object.
Buyers are advised to examine the sale object, the sales brochure and the attached documents carefully before submitting a bid.
The State has a pre‑emptive right in property transactions if acquisition of the property is necessary for national defence, border control or border security, or for monitoring or securing territorial integrity (Act on the State’s Pre‑emptive Right in Certain Areas, 29 March 2019/469).
Persons outside the EU and EEA may acquire real estate in Finland only if a permit is granted (Act on the Permit Requirement for Certain Real‑Estate Acquisitions, 29 March 2019/470). The buyer is responsible for obtaining any required permit and for related obligations. Further information is available on the Ministry of Defence’s website.
Remedies
An enforcement appeal against the sale and actions related to or preceding the sale must be filed within three weeks from the date of the sale. Instructions on appeals are attached to the sale decision.
