A foreclosed property with an industrial hall and office building in Valkeala, Kouvola, is sold by online auction on Huutokaupat.com from 15 October to 10 November 2026 at 12:00 or two minutes after the last accepted bid.

Terms of Sale

The property will be sold by ascending bids in an online auction held on www.huutokaupat.com from 15 October to 10 November 2026. Registration is required to participate. The deadline for bids is 10 November 2026 at 12:00 or two minutes after the last accepted bid.

The National Enforcement Authority Finland is not responsible for the functionality of the service provider’s system. The highest bid is the bid that the service provider’s system has accepted as the highest. The enforcement officer will separately decide whether to accept or reject the highest bid.

Bids submitted in the online auction are binding. If a bid is accepted, the bidder must pay the offered purchase price within the stated payment period. Failure to pay may result in the buyer’s liability for compensation under Chapter 5, section 25 of the Enforcement Code.

If it is not possible to submit purchase bids through Huutokaupat.com, a prospective buyer may submit a written bid to the enforcement authority. It will be included in the online auction as the maximum bid in accordance with the automatic bidding system. The written bid must be signed and state the bidder’s contact details, maximum bid and the item number on Huutokaupat.com to which the bid relates. A written purchase bid is binding and subject to the same terms as an online auction bid. The bid must be submitted by 9 November 2026 at 10:00 to the Kouvola office of the National Enforcement Authority Finland, Vuorikatu 1, 45100 Kouvola, or

by email to kouvola.realisointi.uo@oikeus.fi.

The enforcement authority reserves the right to terminate the sale or extend the sales period.

If the highest bid is accepted, the buyer must immediately pay 20% of the purchase price as a deposit into the National Enforcement Authority Finland’s official account. The deposit cannot be paid by credit card. The National Enforcement Authority Finland will contact the highest bidder whose bid has been accepted. The highest bidder must state on whose behalf the bid was made. Otherwise, the highest bidder will be deemed the buyer. Acceptance or rejection of the bid will always be notified separately.

Up to six weeks may be granted, if necessary, to pay the balance of the purchase price. The payment period will be notified separately. If a payment period is used, annual interest under section 3(2) of the Interest Act must be paid on the entire purchase price for the agreed period, from the date of sale until the end of the payment period. If no payment period is used, the purchase price must be paid without delay after acceptance of the bid.

If payment is not made within the prescribed period, the buyer must pay late-payment interest under section 4(1) of the Interest Act on the entire purchase price until it has been paid or a new sale has taken place.

The buyer must independently assess the condition of the buildings and the renovations required, taking into account at least their own inspection observations. The property should therefore be inspected. The sales prospectus is indicative and is not a comprehensive description of the property. For example, there is no information on the actual condition of the structures. The roof of the hall building leaks at least in the central hall. The workshops have been heated using portable heaters. There is no information on the heating or maintenance of the end section’s residential premises. The residential premises have been vacant for at least one year. The need for permits for the buildings must be checked with Kouvola City Building Control. Any natural-gas heating system is broken and, according to the current owner, has never been used during the owner’s period of ownership. The enforcement officer has been unable to verify this information.

Office building The office building has been rented for residential use since 1 January 2016 under an agreement valid until further notice. Rent is €580.00/month + waste fee €20.00/month + water fee €20.00/person/month and electricity €70.00/month, totalling €690.00/month. As the electricity and water were disconnected more than a year ago due to the owner’s payment defaults, the tenant has in practice ceased paying rent by oral agreement between the parties. The tenant has entered into their own electricity supply agreement for the property, so electricity is available, but water is not.

The buyer of the property has the right to terminate the tenancy agreement for the flat belonging to the property within one month of taking possession of the property, meaning once the entire purchase price has been paid. The notice period is four months because the tenancy has lasted continuously for at least two years immediately before termination (Act on Residential Leases). If the buyer does not terminate the tenancy within the above one-month period, it will continue normally and remain binding on both parties.

Industrial hall tenancy agreements:

End section – workshop premises rented from 2 November 2015 under an agreement valid until further notice. Rent €640.00/month, including electricity and water. As the electricity and water were disconnected more than a year ago due to the owner’s payment defaults, the tenant has in practice ceased paying rent by oral agreement between the parties. The tenant has entered into their own electricity supply agreement for the property, so electricity is available, but water is not. Under the tenancy agreement, the tenant is responsible for cleaning the yard and snow clearance.

Central hall – rented from 1 November 2024 under an agreement valid until further notice. Rent €650/month, including electricity and water. As the electricity and water were disconnected more than a year ago due to the owner’s payment defaults, the tenant has in practice ceased paying rent by oral agreement between the parties. The tenant has paid compensation for electricity use to the tenant of the end section/office building, who has entered into their own electricity supply agreement for the property.

The buyer of the property has the right to terminate the above tenancy agreements for the hall premises belonging to the property within one month of taking possession of the property, meaning once the entire purchase price has been paid. Otherwise, the tenancy agreements will continue normally and remain binding on both parties (Act on Commercial Leases).

Obligations and rights transferred to the buyer

Electricity and gas connections of KSS Energia Oy. The connections can be transferred to the new owner once all possible arrears have been paid directly to KSS Energia Oy. Water connection of Kouvolan Vesi Oy. Water was disconnected on 13 October 2025. The water reconnection fee of €163.15 (incl. VAT) must be paid by the new owner.

The property has been foreclosed and is sold by the enforcement officer through a private sale, applying, where appropriate, the general auction terms laid down in the Enforcement Code. Buyers are advised to familiarise themselves thoroughly with the property, the sales prospectus and the attached documents before submitting a bid.

The State has a right of first refusal in the sale of real property if acquiring the property is necessary to ensure national defence, border control or border security, or to monitor or safeguard territorial integrity (Act on the State’s Right of First Refusal in Certain Areas, 29 March 2019/469). Persons from outside the EU and EEA may acquire real property in Finland only if a permit is granted for the acquisition (Act on Certain Real Estate Acquisitions Subject to a Permit, 29 March 2019/470). The buyer is responsible for obtaining the permit and fulfilling the obligations arising from it. Further information is available on the Ministry of Defence website.
