The enforcement officer decides whether the highest bid is accepted or rejected. Bids made in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Payment terms

The enforcement officer will inform the bidder who made the highest purchase offer whether the offer can be accepted. If the offer can be accepted, the buyer shall pay the full purchase price by bank transfer to the Enforcement Authority's official funds account. Once the payment is visible in the official funds account, the enforcement officer will issue the sales decision, which will be delivered to the parties. The purchase price cannot be paid by credit card.

Deposit: Unless the full purchase price is paid immediately, the buyer must nevertheless pay a deposit of 20% of the purchase price immediately.

Payment period: If needed, a payment period of up to six weeks from the sales decision may be granted for the remaining purchase price. In that case, annual interest must be paid on the full purchase price for the entire payment period from the date of sale until the end of the payment period. The reference rate is currently 2.50%. If payment has not been made within the granted payment period, annual default interest will then be charged, which is currently 9.50%.

Obligations transferred to the buyer

Upon transfer of ownership of the real estate, the buyer must pay transfer tax of three percent on their own initiative before applying for title registration and no later than within six months of signing the deed of sale. The buyer is responsible for the title registration costs and transfer tax.

The state has a pre-emption right in the sale of real estate if the acquisition of the real estate is necessary for ensuring national defence, border control or border security, or for monitoring or safeguarding territorial integrity (Act on the State's Pre-emption Right in Certain Areas 29.3.2019/469).

Foreign persons defined by law have the right to acquire real estate within the territory of the Finnish state only if a permit is granted for the acquisition (Act on the State's Pre-emption Right in Certain Areas 29.3.2019/470).

Failure to pay the offered purchase price may lead to the buyer's liability to compensate in accordance with Chapter 5, Section 25 of the Enforcement Code.

If it is not possible to place a bid via the Huutokaupat.com service, the prospective buyer may submit a written bid to the enforcement officer. The bid will be attached to the online auction as a maximum bid in the bidding system. The bid must be submitted in writing to the Enforcement Authority no later than 10.9.2026 at 12:00 at the address Enforcement Authority / Kemi operating location, Valtakatu 28, 94100 Kemi. A written bid is binding and the same terms apply as in the online auction. The written bid must be signed and must state the bidder's contact details, the maximum amount of the bid, and the number of the object in the Huutokaupat.com service to which the bid applies.
