Enforced sale of residential property in Oulainen, Oulainen

The property is sold by online auction on the website www.huutokaupat.com. Participation in the auction requires registration. The deadline for submitting bids ends on 17/09/2026 at 18:00 (or 3 minutes after the last accepted bid).

The Enforcement Authority is not responsible for the functioning of the service provider’s system. The highest bid is the bid that the service provider’s system has accepted as the highest. The enforcement officer decides separately whether to accept or reject the highest bid.

If it is not possible to submit bids via the Huutokaupat.com service, the prospective buyer may submit a written bid to the enforcement authority, which will be added to the online auction as a maximum bid in the bid increment system. The written bid must be signed and must state the bidder’s contact details, the maximum amount of the bid and the item number on Huutokaupat.com to which the bid relates. The written bid is binding and the same terms apply as in the online auction. The bid must be submitted no later than 15/09/2026 at 16:15 to the Enforcement Authority’s Oulu office, address Torikatu 34-40, 90100 Oulu, or by email to oulu.realisointi.uo@oikeus.fi.

The enforcement authority reserves the right to end the sale or extend the sale period.

Bids submitted in the online auction and in writing are binding. If a submitted bid is accepted, the bidder is obliged to pay the offered purchase price within the stated payment period. Failure to pay the offered purchase price may result in the buyer’s liability for compensation under Chapter 5, Section 25 of the Enforcement Code.

Payment terms

The enforcement officer will notify the highest bidder whether the bid can be accepted. If the bid can be accepted, the buyer shall pay the full purchase price by bank transfer to the Enforcement Authority’s official funds account. When the payment is visible in the official funds account, the enforcement officer will issue the sales decision, which will be delivered to the parties concerned. The purchase price cannot be paid by credit card.

Deposit:
The buyer must immediately pay a deposit of 20% of the purchase price into the Enforcement Authority’s official funds account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the highest bidder whose bid has been accepted. The highest bidder must state on whose behalf the bid was made. Otherwise, the highest bidder will be deemed to be the buyer.

Payment period:
If necessary, a payment period of up to six weeks may be granted for the remaining purchase price. Any payment period must be notified separately. If a payment period is used, annual interest on the full purchase price shall be paid in accordance with Section 3(2) of the Interest Act for the entire agreed payment period from the date of sale until the end of the payment period. If no payment period is used, the purchase price must be paid without delay after the bid is accepted.

If payment is not made within the specified time, the buyer must pay default interest on the full purchase price in accordance with Section 4(1) of the Interest Act until the purchase price has been paid or a new sale has been carried out.

Obligations transferred to the buyer

The following identified arrears apply to the property’s utility connections, and payment of these is a condition for transfer of the connection if the connection is still transferable at the time ownership passes:

- District heating arrears to Loimua Oy: EUR 1,754.13 / 13/07/2026

- Electricity connection arrears to Elenia Oy: EUR 241.73 / 01/07/2026
- Water and wastewater arrears to Oulaisten vesiosuuskunta: EUR 129.47 + opening fee EUR 75.30 / 01/07/2026

The buyer is responsible for any fees payable for the transfer of connection agreements.

The buyer must apply for title to the property within six months of the date of the deed of sale. The buyer must pay transfer tax on their own initiative no later than when applying for title. Transfer tax is 3% of the purchase price.

The State has a pre-emption right in the sale of the property if the acquisition is necessary for national defence, border control or border security, or for supervising or safeguarding territorial integrity (Act on the State’s Pre-emption Right in Certain Areas 29/03/2019/469).

Foreign persons defined by law may acquire property in the territory of the Finnish State only if authorisation is granted for the acquisition (Act on the State’s Pre-emption Right in Certain Areas 29/03/2019/470).

Buyers are advised to familiarise themselves carefully with the property, the sales brochure and the attached documents before placing a bid.

Utmätningsmannen beslutar separat huruvida det högsta budet ska godkännas eller förkastas. Buden som ges i nätauktionen är bindande. Om ett bud godkänns, är den som gett budet skyldig att betala den erbjudna köpesumman inom avtalad betalningstid. Underlåtelse att betala den erbjudna köpesumman kan leda till köparens ersättningsskyldighet i enlighet med 5 kap. 25 § i utsökningsbalken.

Utmätningsmannen förbehåller sig rätten att sluta försäljningen eller förlänga försäljningstiden.
