Aggregate extraction site — 580,000 m³ and 29.5 ha of forest land in Jämsä, Jämsä

The Mäkinen 182-405-1-97 property is located in Haavisto village in the town of Jämsä, about 16 km from Jämsä town centre. The estate includes a rock formation with significant geological and quantitative aggregate potential.

The site has previously been permitted for rock excavation and crushing, and extraction plans have been prepared for industrial-scale operations.

Approved total extraction volume in the previous permitting process: approx. 580,000 m³
Technical suitability for blasting confirmed in earlier studies

Current permit status:
The site does not currently have a valid environmental or mineral extraction permit for quarrying and crushing operations.
The Administrative Court of Vaasa annulled the previously granted environmental permit in 2022 and dismissed the application.

The decision was based particularly on:
- noise impacts on nearby residences,
- assessment of site suitability under the Environmental Protection Act,
- application of the precautionary principle.
Starting new operations requires a new permitting process and a substantially revised project description.

Development and investment potential:
The site's value is primarily based on its mineral reserves and its location in the Central Finland infrastructure and aggregate market. The legal obstacle does not concern the reserve itself, but the manner of carrying out the operations.

A new permit may be realistic for an operator who:
- can substantially change the quarrying and crushing concept,
- manages noise structurally (placement, orientation, technical solutions),
- is prepared for phased or limited production,
- has experience of demanding permitting processes and the related risk management.

The site is particularly suitable for:
- large and medium-sized quarrying and infrastructure operators,
- operators with a long investment horizon,
- development projects where permit potential is realised in phases.

- total growing stock 1,590 m³
- sawlog share 15%
- average volume 56 m³/ha

According to the Forest Centre's open forest resource data, the sale site's growing sites are entirely upland forest. Soils are mainly fresh and herb-rich upland soils. Stand structure ranges from regeneration areas to young production forests. Regeneration stands require cleaning.
