An undeveloped property in Kouvola is for sale by a bailiff-conducted open sale on the www.huutokaupat.com website from 4 May 2026 to 31 May 2026 at 18:00. Each new bid extends the closing time by three minutes.

Terms of Sale

The lot is sold by auction on the www.huutokaupat.com website in an online auction held between 4–31 May 2026. Participation in the auction requires registration. The deadline for submitting bids ends on 31 May 2026 at 18:00 or three minutes after the last accepted bid.


The Enforcement Authority is not responsible for the service provider's system performance. The highest bid is the bid the provider's system has accepted as the highest. The enforcement officer will separately decide whether to accept or reject the highest bid.


Bids made in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the stated payment time. Failure to pay the offered purchase price may lead to the buyer's liability for compensation under Section 25, Chapter 5 of the Enforcement Code.


If it is not possible to make purchase bids through the Huutokaupat.com service, a prospective buyer may submit a written purchase offer to the enforcement authority, which will be attached to the online auction as a maximum bid according to the automatic increment. The written offer must be signed and must show the bidder's contact details, the maximum amount of the offer and the Huutokaupat.com lot number concerned. The written purchase offer is binding and is subject to the same conditions as the online auction. The offer must be submitted no later than 29 May 2026 at 10:00 to the Enforcement Authority's Kouvola office, Vuorikatu 1, 45100 Kouvola, or by email to kouvola.realisointi.uo@oikeus.fi.


The enforcement authority reserves the right to end the sale or extend the sales period.


The buyer must immediately pay a deposit equal to 20% of the purchase price to the Enforcement Authority's official reserve account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the highest bidder whose bid has been accepted. The highest bidder must state on whose behalf the bid was made; otherwise the highest bidder will be regarded as the buyer.


The remainder of the purchase price may, if necessary, be paid within up to six weeks. The payment period will be notified separately. If a payment period is used, annual interest will be charged on the full purchase price in accordance with Section 3(2) of the Interest Act for the entire agreed payment period from the date of sale until the end of the payment period. If no payment period is granted, the purchase price must be paid without delay after the bid is accepted.


If payment is not made within the specified time, the buyer must pay default interest on the entire purchase price in accordance with Section 4(1) of the Interest Act until the purchase price has been paid or a new sale has been completed.


The buyer will obtain possession of the sale object once the full purchase price has been paid. The buyer must not use the property in any way that would reduce its value before receiving the deed. The buyer acquires ownership of the sale object upon receipt of the deed. The deed will be delivered when the full purchase price has been paid and the sale has become final.


Participants in the online auction are advised to ensure that the contact details registered on www.huutokaupat.com are up to date. As a rule, the purchaser and new owner will be the person whose bid in the online auction was accepted. If the bidder has made the bid wholly or partly on behalf of another, they must present a power of attorney or other proof of authority to bid on behalf of that person. If the highest bidder has bid on behalf of another, the buyer's details and the power of attorney must be sent immediately after acceptance to kouvola.realisointi.uo@oikeus.fi. Otherwise the sale decision and the deed will be made to the party that made the highest accepted bid.


The State has a pre-emption right in the purchase of real estate if acquisition is necessary for national defence, border control or border security, or for the supervision or safeguarding of territorial integrity (Act on the State's Pre-emption Right in Certain Areas 29 March 2019/469).


Persons from outside the EU and EEA may acquire real estate in the territory of the Republic of Finland only if a permit is granted (Act on the Authorisation Requirement for Certain Acquisitions of Real Property 29 March 2019/470). The buyer is responsible for obtaining the permit and for any obligations arising from it. Further information is available on the Ministry of Defence's website.


According to Kouvola City, the gravel heaps located along Mauontie (image 7) may be considered consumable material if a clear use for the gravel can be shown and it is not stored on the property long-term.


A cleaning order applies to the area: the buyer must clean and deliver to an appropriate waste reception facility:

- the garden waste pile (bergenias) located on the bottom of the old pit (image 2)

- ashes from the burn site and unburned materials from the part of the property along Mauontie (image 3)

- visible metal waste from the embankment of the old pit (image 4)

- piles of wood and metal and tarpaulins (images 5 and 6).

As no hazardous waste posing an immediate risk of environmental, soil or groundwater contamination has been observed in the area, Kouvola City's environmental protection considers it sufficient that the area is cleaned by 31 December 2026.


The property has been seized and will be sold by the enforcement officer by public sale, observing as applicable the general auction terms laid down in the Enforcement Code. The sales prospectus is indicative and is not a comprehensive description of the sale object.
