The City of Helsinki is selling, by tender, Villa Bråvalla and its courtyard outbuilding next to Sibelius Park for use permitted by the local detailed plan. Under the plan, the villa may accommodate facilities related to Sibelius Park’s activities, such as café or restaurant premises and other commercial spaces.

EDIT 11 February 2026: The plan also permits accommodation on the second floor, provided the ground floor remains in commercial use. This naturally requires building control to approve the change-of-use plans. The current use is a children’s day-care centre. Any change of use is the buyer’s responsibility. An area of approximately 2,308 m² will be leased to the buyer under a long-term ground lease. The buildings will be sold on Huutokaupat.com by means of a bidding auction.

NOTE! Acceptance of the final offer requires that the highest bidder submits a statement on the planned activity for the leased area that is compatible with the local plan and the nature of the site, and that the City of Helsinki approves the activity described in that statement.

By submitting an offer the bidder accepts the property in its current condition. Participants must inspect the property and the documents before making a binding bid. By submitting an offer the bidder undertakes to pay the full purchase price and to sign the sale deed and the ground lease no later than two months after the auction ends, unless otherwise agreed with the seller.

Address

Merikannontie 11, 00250 Helsinki

Additional information on area

Net floor area is approx. 480 m², permitted gross floor area is approx. 650 k-m². Areas have not been re-measured and may differ substantially from areas measured under current regulations.

Energy certificate

No energy certificate required by law.

Protection status

The building is protected with the designation sr-1: a building of particular architectural, historical or townscape value. Protection covers the building’s original or comparable structures, parts and valuable interiors. Repairs and alterations must not diminish its value or remove its distinguishing features. Demolition is not permitted.

Electricity

The electrical and low-voltage systems are in fair operational condition and vary in age. Installations are mainly 4-conductor and surface-mounted. Renewal of all mains electrical installations is recommended before the building is put back into use. Buyer’s responsibility.

Heating

The building has been connected to district heating. The property’s district heating connection has been shared with the adjacent day-care building and will remain for the day-care’s use only. The buyer must install a new heating system. Existing equipment or parts may be reused, but the buyer is responsible for repairs and commissioning.

Ventilation

The building is partially equipped with a mechanical supply and extract ventilation system. Separate extract units are located on the roof. Air distribution is mixing. The building has been unused and unheated for years; the units have been out of operation for the same period.

Water and sewer connections

The property is connected to HSY’s water and sewer network.

Condition appraisal / inspections

A condition appraisal was made on 26 March 2025 and an AHA survey on 14 February 2023. The building is sold as seen. The buyer is responsible at their own cost for any measures required for repair or demolition, further investigations and for correcting any findings/damage. The City is not liable for costs arising from repair of possible damages or for any additional investigations related to refurbishment projects.

The buyer is aware that the condition appraisal attached to the auction recommends additional investigations that have not been carried out, and that the seller is not liable for possible additional investigations or for defects or damage later discovered in them, including possible rot and moisture damage, possible defects in roof coverings and structures, possible hazardous substances, possible defects in potable water and sewer networks and possible damage to flues.

Local detailed plan

The lease area is shown in the local detailed plan no. 12788/18 August 2025 with the designation K-1 = area for commercial and office buildings, where public local services may be placed. Residential use is not permitted. The original elements of the courtyard must be preserved. A natural stone flight of steps may be built into the south slope of the plot. The plot must not be fenced towards the park. Connection to the park and its park route must be implemented seamlessly. The special features of Sibelius Park are taken into account in the plan so that pedestrian connections between the park and the planning area are secured and fencing of the villa’s plot towards the park is prevented. The plan includes provisions to safeguard the original garden elements and, in particular, the preservation of the wooded southern part of the plot as part of Sibelius Park’s large-scale landscape. Two parking spaces may be placed in p-marked parking for the K-1 block.

Permitted use under the plan

The villa may accommodate facilities related to Sibelius Park’s activities, such as café or restaurant premises and other commercial spaces. EDIT 11 February 2026: The plan also permits accommodation on the second floor, provided the ground floor remains in commercial use. The buyer must have change-of-use plans approved by building control. The draft ground lease states that an application for change of use must be submitted by 31 December 2026. Activities enabled by the new use must support Sibelius Park’s role as a recreational and tourist destination. The park plan includes a park route leading to the villa plot, shown in the detailed plan as a continuous public pedestrian connection onto the plot, along which an indicative, high-quality, lightweight kiosk/terrace sales point is also shown. Continuation of the route from the park to the plot is therefore the objective.

Ground lease

The offered ground rent will be tied to the official cost-of-living index in accordance with the draft ground lease terms. Ground rent and the terms are included in the attached draft ground lease.

Terms of Sale

The seller reserves the right to accept or reject the highest bid.

The item is sold as a transaction between users. Huutokaupat.com does not act as a party to the transaction.

Bidders agree that their contact information may be provided by Huutokaupat.com to the publisher to enable sales decisions and communication.

If the highest bidder withdraws from the auction, the City of Helsinki may consider offering the property to the second-highest bidder at their highest offered price.

The property is sold in its condition and with the equipment as described in the notice and at the time of sale. Participants must inspect the property and documents themselves before making a binding offer. The buyer cannot later rely on matters that could have been discovered in a prior inspection or from the documents. By submitting an offer the bidder accepts the property as is.

The buyer has no right to exchange or return. No guarantee is given for the property. Descriptions in the notice are only the seller’s estimates of the property.

Bidders agree that their contact details may be disclosed by Huutokaupat.com to the issuer to allow the sale decision to be communicated.

The seller’s deed and ground lease form will be used for the transaction. Ownership and possession transfer to the buyer upon signing the deed. The signing time for the deed and ground lease will be agreed with the buyer after the City of Helsinki’s separate sale decision becomes legally effective (about 21 days). The purchase price must be paid at the signing meeting, typically evidenced by a receipt. The buyer is responsible for transfer tax.

Offer period

13 January 2026 – 13 March 2026

The offer period begins on 13 January 2026 and ends on 13 March 2026 at 14:00 or 3 minutes after the last accepted bid. Bids are made in Huutokaupat.com by the stated time. It is also possible to participate by submitting a written binding offer to the seller’s representative by 11 March 2026 at 10:00. Submitting a written offer must be arranged in advance with the seller’s representative. All offers will be made public on the property’s notice. A written purchase offer is binding and is subject to the same terms as the online auction. Buyers must record all offers in the system.

The written purchase offer must be signed and must state the bidder’s contact details, the maximum bid amount and the Huutokaupat.com listing number to which the offer applies.

The City of Helsinki, Urban Environment Division is not responsible for the service provider’s system functionality. The highest bid is the one the provider’s system has accepted as highest. Online bids are binding. If a bid is accepted, the bidder must pay the offered purchase price within the agreed payment period.

The City of Helsinki, Urban Environment Division reserves the right to suspend the auction or extend the sale period.

Offers

The City of Helsinki, Urban Environment Division reserves the right to request additional information and clarifications from bidders and to reject all offers. All bidders will be notified of the buyer selection.

Conditions for accepting an offer

Acceptance of an offer and conclusion of the ground lease require that the buyer has no adverse credit remarks and that neither the buyer, the buyer’s owner entity nor any party controlling the buyer is subject to sanctions imposed by the European Union or the UN. By making an offer, the buyer warrants these conditions are met.

Final acceptance also requires the buyer to provide the City of Helsinki with a description of the planned, plan-compliant and suitable business activity for the area and for the city to approve that description. Final acceptance also requires a separate sale decision by the City of Helsinki’s authorised official or body.

Viewing the property

The property is sold in its condition and with the equipment as described in the notice and at the time of sale. Participants must inspect the property and documents themselves before making a binding offer. The buyer cannot later rely on matters that could have been discovered in a prior inspection or from the documents. By participating in the auction the bidder accepts the property as is. Because this is an auction, conditional offers are not accepted and conditional contracts will not be made.

Withdrawal from a bid

If a bidder withdraws from an accepted bid, they must compensate the seller for the costs of an unsuccessful auction equivalent to 4% of the accepted bid price. If the highest bidder withdraws and the city offers the property to the second-highest bidder who then withdraws after the sale decision, a cancellation fee of 4% of the accepted bid price will be charged.

Conclusion of sale

The purchase price must be paid in full and the deed and ground lease must be signed within two months of the auction end, unless otherwise agreed with the seller.
