How to submit bids

The lot will be sold by increment bids in an online auction on the website www.huutokaupat.com during the period 10 March–8 April 2026. Participation in the auction requires registration. The deadline for submitting bids ends at 14:00 or three minutes after the last accepted bid.

The Enforcement Authority is not responsible for the operation of the service provider’s system. The highest bid is the bid that the service provider’s system has accepted as highest. The enforcement officer will separately decide whether to accept or reject the highest bid.

Bids placed in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may lead to a buyer’s liability to compensate under Section 25 of Chapter 5 of the Enforcement Code. The buyer must then compensate the difference if the highest bid in a new sale is lower than the previous highest bid increased by the interest referred to in Section 24(2) of Chapter 5 of the Enforcement Code. If a bid rises above that amount, the buyer has no right to any surplus. The buyer is also liable for the costs of the latter sale, unless they are covered from the surplus. The enforcement officer shall recover such compensation from the deposit or the buyer’s other assets, if reasonably possible. Otherwise, the compensation will be recovered later by the enforcement officer’s decision at the creditor’s request.

If it is not possible to submit purchase offers via the Huutokaupat.com service, a prospective buyer may submit a written purchase offer to the enforcement authority, which will be attached to the online auction as a maximum offer in accordance with the automatic increment. The written offer must be signed and must state the bidder’s contact details, the maximum amount of the offer and the Huutokaupat.com item number to which the offer relates. A written offer is binding and is subject to the same conditions as bids made in the online auction. The offer must be submitted no later than 12:00 on 2 April 2026 to the mailbox in the foyer of the Enforcement Authority’s Kotka office, address Vuorikatu 5 C, 48100 Kotka, or by e‑mail to kouvola.realisointi.uo@oikeus.fi.

The enforcement authority reserves the right to end the sale or to extend the sale period.

Payment terms

Deposit

After a purchase offer is accepted, the buyer must immediately pay a deposit equal to 20% of the purchase price to the Enforcement Authority’s official deposit account. The deposit cannot be paid by credit card. The Enforcement Authority will contact the person who made the highest accepted bid. The highest bidder must state on whose behalf the bid was made; otherwise the highest bidder will be considered the buyer.

Payment period

If the highest bid is accepted, payment time for the remaining purchase price may be granted, if necessary, until 29 April 2026. The payment period must be agreed separately. If a payment period is used, annual interest under section 3(2) of the Interest Act is payable on the entire purchase price for the agreed payment period from the date of sale until the end of the payment period. If no payment period is used, the purchase price must be paid without delay after the acceptance of the offer.

If payment is not made within the specified time, the buyer must pay default interest under section 4(1) of the Interest Act on the entire purchase price until it is paid or a new sale has taken place.

Other information

The property is seized and will be sold by the enforcement officer by free sale, observing, where applicable, the general auction conditions laid down in the Enforcement Code. The sales brochure is indicative and is not a comprehensive description of the lot.

Buyers are urged to familiarise themselves thoroughly with the lot, the sales brochure and the attached documents before making an offer.

The State has a pre‑emption right in the sale of real estate if acquisition of the property is necessary for national defence, border control or border security, or to secure territorial integrity, control or protection (Act on the State’s Right of Pre‑emption in Certain Areas 29 March 2019/469).

Persons outside the EU and EEA may acquire real estate on the territory of the State of Finland only if a permit is granted (Act on the Permit Requirement for Certain Acquisitions of Real Estate 29 March 2019/470).
