Terms of Sale

The property is sold by incrementing bids in an online auction held on the website www.huutokaupat.com. Participation in the auction requires registration. The deadline for submitting bids ends on 17 March 2026 at 18:00 or three minutes after the last accepted bid.


The Enforcement Authority is not responsible for the service provider’s system functionality. The highest bid is the bid that the service provider’s system has accepted as the highest. The enforcement officer will decide separately whether to accept or reject the highest bid.


If it is not possible to submit a purchase bid through the huutokaupat.com service, a prospective buyer may submit a separate written offer to the enforcement officer, which will be attached to the online auction as a maximum bid according to the automatic increment. The offer must be delivered by 13 March 2026 at 12:00 either by post to Ulosottolaitos, PO Box 1, 00067 Ulosottolaitos, by leaving the written offer at the Kajaani office reception at Lönnrotinkatu 2 a, 87100 Kajaani (open Tue and Thu 09:00–12:00) or by email to oulu.realisointi.uo@oikeus.fi. The person submitting a written offer is responsible for ensuring it arrives by the deadline. The written offer is binding and is subject to the same terms as the online auction. The written offer must be signed and must state the bidder’s contact details, the maximum amount of the offer and the huutokaupat.com item number to which the offer relates.


Bids submitted in the online auction and in writing are binding. If a bid is accepted, the bidder is obliged to pay the offered purchase price within the agreed payment period. Failure to pay the offered purchase price may lead to the buyer’s liability to compensate under Section 25, Chapter 5 of the Enforcement Code.


The enforcement authority reserves the right to end the sale or to extend the sale period.


Payment terms

The buyer must pay the full purchase price immediately into the Enforcement Authority’s official deposit account. The purchase price cannot be paid by credit card. The Enforcement Authority will contact the highest bidder whose bid has been accepted. The highest bidder must state on whose behalf the bid was made. Otherwise the highest bidder will be regarded as the buyer.


If payment is not made within the specified time, the buyer must pay interest for late payment in accordance with Section 4, subsection 1 of the Finnish Interest Act on the full purchase price until the purchase price is paid or a new sale is completed.


Mortgages and land rent arrears

One mortgage has been registered on the leasehold; the electronic mortgage deed amounts to €40,000.00. Pledge rights affecting the sold property will lapse and mortgages will remain in force. The electronic mortgage deed will be transferred to the buyer or the buyer’s designate.


Under clause 4.4 of the land lease agreement, tenants are liable for rent arrears and late interest that a preceding tenant has left unpaid, but not for more than three years. According to Suomussalmi municipality, unpaid land rents amount to €801.45 as at 11 February 2026.


Connections

At the time the sales brochure was prepared, the property has an electricity connection with Kajave Oy and a water and sewage connection with the municipality of Suomussalmi. Connections will transfer to the buyer if they are still transferable when ownership of the item is transferred. Service providers may, however, require payment of any receivables related to the connections as a condition of transfer.


To transfer the water and sewage connections into their name the buyer must pay any arrears relating to the connection to the water company (Suomussalmi municipal water). According to Suomussalmi municipality, arrears on the connection amount to €385.41 as at 19 February 2026.


To transfer the electricity connection into their name the buyer must pay any arrears relating to the connection to the electricity company (Kajave). According to Kajave Oy, arrears on the connection amount to €160.00 as at 9 February 2026. The electricity connection is in maintenance status. Alternatively the buyer may obtain a new electricity connection; the price of a new 3x25 A connection is €4,150.00.


The buyer is responsible for any fees related to the transfer of connection contracts.


The amount of arrears may increase or decrease by the time ownership transfers. Arrears will not be paid from the purchase price.


The buyer is responsible for registering the leasehold in their name. See clause 6.3 of the land lease agreement attached to the sales brochure.


Other information

The property has been seized and it is sold by private sale carried out by the enforcement officer in accordance with the applicable parts of the general auction terms laid down in the Enforcement Code.


Prospective buyers are advised to familiarise themselves carefully with the item for sale, the sales brochure and the attached documents.


Transfer tax is 3% of the purchase price. The buyer is responsible for transfer tax.


The State has a right of pre-emption in the sale of the property if acquisition is necessary for national defence, border surveillance or border security or to ensure or safeguard territorial integrity (Act on the State’s pre-emption right in certain areas 29 March 2019/469).


Foreign persons defined by law have the right to acquire real estate in the territory of the State of Finland only if a permit is granted (Act on the requirement of permits for certain acquisitions of real estate 29 March 2019/470).


Appeals
An enforcement appeal concerning the sale and acts related to or preceding the sale must be lodged within three weeks of the sale. The appeal instruction will be attached to the auction minutes.


Object’s terms of sale

The object is sold in an online rising-bid auction on the website www.huutokaupat.com. The deadline for bids expires on 17 March 2026 at 18:00 (or three minutes after the last accepted bid).

A written bid is binding and is subject to the same terms as in the online auction. The written bid must be signed and must state the bidder’s contact details, the bid’s maximum amount and the item number in the Huutokaupat.com service that the bid concerns.


The property has been seized and it is sold privately by the enforcement officer in accordance with Section 76, Chapter 5 of the Enforcement Code and, where applicable, the Enforcement Code’s general auction terms.
