By participating in the auction, applicants agree that the city will check their credit information; adverse credit entries may lead to exclusion from the competition.

Terms of sale

The seller reserves the right to accept or reject the highest bid. If the highest bidder withdraws, the City of Helsinki may consider offering the property to the second highest bidder at that bidder’s highest offered price.

The sale is a contract between users. Huutokaupat.com is not a party to the sale.

The property is sold as seen, with the fixtures and equipment that are present at the time of the notice and the transfer. Participants must inspect the property and documents before submitting a binding offer. The buyer cannot later rely on matters that should have been apparent during the inspection or from the documents. By submitting a bid the bidder accepts the condition of the property as it is.

The buyer has no right to exchange or return the property. No warranty is given. Descriptions in the notice are the seller’s estimates only.

Bidders agree that their contact details may be forwarded by Huutokaupat.com to the seller to enable announcement of the sales decision.

The seller’s sale contract and the ground lease will be used in the transaction. Ownership and control rights transfer to the buyer upon signature of the sale contract. The signing date for the sale contract and the ground lease will be agreed with the buyer after the City of Helsinki’s separate sale decision has become legally valid (approximately 21 days). The purchase price must be paid no later than at the signing meeting, where a receipt for payment is normally presented. The buyer is responsible for (any registration costs and the transaction witness fee and) the transfer tax.

Bidding periods

Stage 1: 21 November 2025 – 19 January 2026

Stage 2: 26 January 2026 at 10:00 (closed auction for invited participants)

The bidding period starts on 21 November 2025 and ends on 19 January 2026 at 10:00 or 3 minutes after the last accepted bid. Bids are made in the Huutokaupat.com service by the stated time. It is also possible to submit a written binding offer to the seller’s representative by Thu 15 January 2026 at 10:00; this must be agreed in advance with the seller’s representative. All offers will be recorded publicly on the property notice. A written purchase offer is binding and subject to the same terms as the online auction. Buyers must record all bids in the system.

A written purchase offer must be signed and must state the bidder’s contact details, the maximum bid, and the Huutokaupat.com lot number to which the offer refers.

The City’s urban environment division is not responsible for the service provider’s system functionality. The highest bid is the one the service provider’s system has accepted as highest.

Online auction bids are binding. If an accepted bid is confirmed, the bidder must pay the offered purchase price within the agreed payment term.

The City of Helsinki, Urban Environment Division reserves the right to suspend the auction or extend the sale period.

Offers

The City of Helsinki, Urban Environment Division reserves the right to request additional information or clarifications from bidders and to reject all offers. All bidders will be informed of the buyer selection.

Conditions for acceptance

Acceptance of an offer and conclusion of the ground lease require that the buyer has no adverse credit entries and that neither the buyer nor the buyer’s owners or controllers are subject to sanctions imposed by the European Union or the United Nations. By making an offer the buyer confirms that these conditions are met.

Final acceptance also requires the buyer to provide the City of Helsinki with a description of the planned business in accordance with the zoning and appropriate to the nature of the property, and that the city approves that description. Final acceptance also requires a separate sale decision by the competent official or body of the City of Helsinki.

Inspection

The property is sold as seen with the fixtures and equipment as stated in the notice and at the time of sale. Participants must inspect the property and documents before submitting a binding offer. The buyer cannot later rely on matters that would have been detected in a prior inspection or from the documents. By submitting a bid the bidder accepts the condition of the property as it stands.

Withdrawal from accepted bid

If a bidder withdraws from an accepted bid, they must compensate the seller for costs caused by the failed auction equal to 4% of the accepted purchase price. If the highest bidder withdraws and the city offers the property to the second highest bidder but that bidder withdraws after the sale decision, a cancellation fee of 4% of the accepted purchase price will be charged.

Concluding the sale

The purchase price must be paid in full and the sale contract and ground lease signed within two months of the auction’s end, unless otherwise agreed with the seller.
