First‑stage participation notice:

Participation is made by submitting an offer to this notice. The amount of the offer or its ranking relative to other offers has no significance in the first stage; it only entitles the bidder to take part in the second stage if the City approves the bidder’s implementation plan.

Separate written implementation plan:

Before the second stage, any participant must prepare and present to the City of Mänttä‑Vilppula an implementation plan describing the intended future use of the site and the activities to be carried out there.

At the participant’s discretion, the plan may include illustrations and references to similar projects or other relevant examples. After the second stage of the auction:

Acceptance or rejection of the highest bid will be decided by the Mänttä‑Vilppula municipal board. The plans of the highest bidder will be reviewed together with the bidder before the municipal board’s decision. The municipal board reserves the right to negotiate and agree with the highest bidder on arrangements related to the transfer of the property, including, if necessary, preparing and signing a preliminary purchase agreement and other agreements and arrangements required for completing the sale.


Before the municipal board considers the sale, the bidder must pay a reservation fee of €2,000 to the City, based on an invoice sent by the City. The reservation fee will be credited against the purchase price. If the deed is not signed, the reservation fee remains with the City. If the municipal board rejects the sale, the reservation fee will be returned to the bidder.


The sale decision will be posted for inspection and is subject to the appeal period under the Local Government Act.

The deed / preliminary purchase agreement concerning the property must be signed within one (1) month of the municipal board’s sale decision becoming legally valid.

The seller’s draft deed will be used in the transaction. The purchase price is to be paid by bank transfer to the account specified by the seller.
