Register for the tender (Koivuniemi and hostel) - 2-stage auction model, Mänttä-Vilppula

The City of Mänttä-Vilppula is selling by a two-stage auction an approx. 1.43 ha parcel and the buildings on the property Koivuniemi, property identifier 508-401-5-5.

The site is located in the Vilppula urban area of Mänttä-Vilppula, bordering the Vilppulankoski watercourse at Koivuniementie 5, 35700 Vilppula. The Vilppulankoski recreational areas lie immediately nearby. The shore paths to Vilppula harbour are approx. 700 m away. Vilppula centre is approx. 1 km and the railway station approx. 1.3 km away.

The parcel for sale is designated in the 2020 zoning amendment as a block area for tourism and cultural services, where commercial activity and housing are permitted. The plan allows an additional 200 m² of floor area and a 25 m² outbuilding. The existing main buildings are of cultural‑historical significance and may not be demolished. They are marked in the plan with protection code sr-11. Any repairs must preserve the buildings’ architecturally valuable and culturally significant character. Repair works require an opinion from the museum authority. The site also contains a protected archaeological monument; any intervention is prohibited under the Antiquities Act.

The site includes the Koivuniemi main building with a total area of 445 m². The building has been used by various associations and other operators for hobby activities. In addition, the parcel contains an accommodation building formerly used as a youth hostel, with an area of 196 m². The site has electricity, water and sewer connections; heating is by district heating. A condition survey was carried out in August 2020. The buildings require major renovation.

The City is selling the property by a two‑stage auction in which the first stage seeks suitable operational/usage plans that ensure services provided at Koivuniemi primarily promote the City’s cultural and/or tourism activities.

First‑stage participation notice:

Participation is made by submitting an offer to this notice. The amount of the offer or its ranking relative to other offers has no significance in the first stage; it only entitles the bidder to take part in the second stage if the City approves the bidder’s implementation plan.

The highest visible bid in the first stage relates to the system’s operating principles and does not in any way affect the bids or outcome of the second stage.

Separate written implementation plan:

Before the second stage, any participant must prepare and present to the City of Mänttä‑Vilppula an implementation plan describing the intended future use of the site and the activities to be carried out there.

The plan must include the participant’s estimated project schedule for each building. At the participant’s discretion, the plan may include illustrations and references to similar projects or other relevant examples. The plan must also include the participant’s contact details: name, company (if applicable), phone number and email address.

The City reserves the right to negotiate with participants about their implementation plans if necessary.

The implementation plan must be sent by email by 7 May 2026, 15:00 to: kaupunki@manttavilppula.fi (subject: "Koivuniemi”).

The City of Mänttä‑Vilppula requires participation in the first stage in order to qualify for the second stage.

By participating in the first stage, bidders agree that the City of Mänttä‑Vilppula will check their credit information. A record of credit default will result in exclusion from the competition.

Bidders accept that their contact details will be provided to the City for decision‑making purposes.

If a bidder submits a first‑stage participation notice but does not provide the implementation plan by the deadline, this will lead to disqualification from the tender and exclusion from the second stage.

Second stage of the auction:

After the first stage ends, the City will review the implementation plans submitted. The City’s competent real‑estate working group reserves the right to accept or reject the plans received.

The City will invite the accepted candidates to the closed second stage of the auction and will announce the time and access instructions on the auction website.

In the second stage the purchase price of the property will be auctioned.

The planned use of the property should, in principle, be based on the buildings’ current or the zoning plan’s permitted use. If a second‑stage bid is based on a solution that would require a deviation decision or a zoning change by the City, the bidder makes such an offer at their own risk.

After the second stage of the auction:

Acceptance or rejection of the highest bid will be decided by the Mänttä‑Vilppula municipal board. The plans of the highest bidder will be reviewed together with the bidder before the municipal board’s decision. The municipal board reserves the right to negotiate and agree with the highest bidder on arrangements related to the transfer of the property, including, if necessary, preparing and signing a preliminary purchase agreement and other agreements and arrangements required for completing the sale.

Before the municipal board considers the sale, the bidder must pay a reservation fee of €2,000 to the City, based on an invoice sent by the City. The reservation fee will be credited against the purchase price. If the deed is not signed, the reservation fee remains with the City. If the municipal board rejects the sale, the reservation fee will be returned to the bidder.

The sale decision will be posted for inspection and is subject to the appeal period under the Local Government Act.

The deed / preliminary purchase agreement concerning the property must be signed within one (1) month of the municipal board’s sale decision becoming legally valid.

The seller’s draft deed will be used in the transaction. The purchase price is to be paid by bank transfer to the account specified by the seller.
