Method of submitting bids

The property will be sold by incremental bidding in an online auction held on the www.huutokaupat.com website from 3 November to 24 November 2026. Registration is required to participate in the auction. The deadline for submitting bids is 24 November 2026 at 18:00, or two minutes after the last accepted bid.

The National Enforcement Authority Finland is not responsible for the functionality of the service provider’s system. The highest bid is the bid that the service provider’s system has accepted as the highest. The enforcement officer will separately decide whether to accept or reject the highest bid.

If it is not possible to submit purchase offers through the Huutokaupat.com service, a prospective buyer may submit a written purchase offer to the enforcement authority, which will be included in the online auction as the maximum bid in accordance with the automatic bidding system. The written offer must be signed and must state the bidder’s contact details, the maximum amount of the offer and the item number on the Huutokaupat.com service to which the offer relates. The written purchase offer is binding, and the same terms apply to it as to the online auction. The offer must be submitted by 20 November 2026 at 10:00 to the Kouvola office of the National Enforcement Authority Finland, address Vuorikatu 1, 45100 Kouvola, or by email to kouvola.realisointi.uo@oikeus.fi.

The enforcement authority reserves the right to terminate the sale or extend the sale period.

Bids submitted in the online auction are binding. If a bid is accepted, the bidder is obliged to pay the purchase price offered within the stated payment period. Failure to pay the offered purchase price may result in the buyer’s liability for compensation under Chapter 5, section 25 of the Enforcement Code.

Payment terms

Deposit

The buyer must immediately pay a deposit equal to 20% of the purchase price into the National Enforcement Authority Finland’s official funds account. The deposit cannot be paid by credit card. The National Enforcement Authority Finland will contact the person who made the highest accepted bid. The highest bidder must state on whose behalf the bid was made. Otherwise, the highest bidder will be considered the buyer.

If necessary, payment time for the balance of the purchase price will be granted until 15 December 2026 at the latest. The use of a payment period must be notified separately. If a payment period is used, annual interest in accordance with section 3(2) of the Interest Act must be paid on the entire purchase price for the agreed payment period from the date of sale until the end of the payment period.

If no payment period is used, the purchase price must be paid without delay after acceptance of the bid.

If payment is not made within the prescribed period, the buyer must pay default interest in accordance with section 4(1) of the Interest Act on the entire purchase price until the purchase price has been paid or a new sale has been conducted.

Other information

The buyer obtains the right of possession of the property when the entire purchase price has been paid. The buyer may not use the property in a way that reduces its value before receiving the deed of sale. The buyer obtains title to the property upon receiving the deed of sale. The deed of sale will be handed over once the entire purchase price has been paid and the sale has become legally final.

Buyers are advised to familiarise themselves thoroughly with the property for sale, the sales prospectus and the attached documents before submitting a bid.

The State has a right of pre-emption in the purchase of real estate if acquiring the property is necessary to ensure national defence, border control or border security, or to monitor or safeguard territorial integrity (Act on the State’s Right of Pre-emption in Certain Areas, 29 March 2019/469).

Persons from outside the EU and EEA are entitled to acquire real estate in Finland only if permission is granted for the acquisition (Act on Permit Requirements for Certain Real Estate Acquisitions, 29 March 2019/470). The buyer is responsible for obtaining the permit and fulfilling the obligations arising from it. Further information is available on the Ministry of Defence website.

The property has been seized and will be sold by the enforcement officer through a private sale, applying as appropriate the general auction terms laid down in the Enforcement Code. The sales prospectus is indicative and does not provide a comprehensive description of the property for sale.
