Terms of Sale
How bids are submitted
The property is sold by ascending bids in an online auction held on www.huutokaupat.com.
Registration is required to participate. The deadline for bids is 29/11/2026 at 18:00 or two minutes after the last accepted bid.
The National Enforcement Authority Finland is not responsible for the functionality of the service provider’s system. The highest bid is the bid accepted as highest by the service provider’s system. The enforcement officer separately decides whether to accept or reject the highest bid.
If it is not possible to submit bids through Huutokaupat.com, a prospective buyer may submit a written bid to the enforcement authority. It will be added to the online auction as a maximum bid in accordance with the automatic bidding system. The written bid must be signed and include the bidder’s contact details, maximum bid and the Huutokaupat.com item number concerned. The written bid is binding and subject to the same terms as the online auction. The bid must be submitted by 26/11/2026 at 16:15 to the National Enforcement Authority Finland’s Oulu office, Torikatu 34–40, 90100 Oulu, or by email to oulu.realisointi.uo@oikeus.fi.
The enforcement authority reserves the right to end the sale or extend the sale period.
Buyer’s liability for compensation
Bids submitted in the online auction are binding. If a bid is accepted, the bidder must pay the offered purchase price within the stated payment period. Failure to pay may result in the buyer’s liability for compensation under Chapter 5, section 25 of the Enforcement Code.
Minimum increment
€200
Lowest acceptable bid
€2,452.14
The lowest acceptable bid includes the estimated known enforcement costs and sales fee. However, the enforcement officer may not accept the highest bid if they consider that it is clearly below the property’s fair local value. The lowest acceptable bid does not represent the property’s fair value and does not mean that the property will be sold at that price.
Payment terms
Deposit The buyer must immediately pay 20% of the purchase price as a deposit into the National Enforcement Authority Finland’s official funds account. The deposit cannot be paid by credit card. The National Enforcement Authority Finland will contact the bidder whose highest bid has been accepted. The highest bidder must state on whose behalf the bid was made. Otherwise, the highest bidder will be regarded as the buyer.
Payment period
If necessary, up to six weeks may be allowed to pay the balance of the purchase price. The payment period will be notified separately. If a payment period is used, annual interest under section 3(2) of the Interest Act must be paid on the entire purchase price for the agreed period, from the sale date until the end of the payment period.
If no payment period is used, the purchase price must be paid without delay after the bid is accepted.
If payment is not made within the prescribed period, the buyer must pay default interest under section 4(1) of the Interest Act on the entire purchase price until it is paid or a new sale has been conducted.
Obligations and rights transferred to the buyer
At the time the sales prospectus was prepared, the property had an electricity connection with Oulun Seudun Sähkö Oy and a water connection with Muhoksen Vesihuolto Oy.
The buyer is responsible for any fees charged for transferring the connection agreements.
Receivables related to the property sold
In addition to the purchase price, the buyer must pay the water and electricity companies directly any receivables that the service provider requires as a condition of transferring the connection. The known arrears are:
- Water connection, Muhoksen Vesihuolto Oy: €322.35 / 21/09/2026
- Electricity connection, Oulun Seudun Sähkö Oy: No electricity arrears / 18/09/2026.
Unpaid usage and basic charges become the responsibility of the new owner. The amount of the receivables may change during the sale. Arrears will not be paid from the purchase price.
Mortgages
Security rights over the property sold will lapse, while registered mortgages remain in force. Electronic mortgage deeds (6 in total, amounting to €167,275.17) will be transferred to the buyer or a person designated by the buyer.
Applying for title registration and paying transfer tax
The buyer must apply for registration of title within six months of the date of the deed of sale. The buyer must pay transfer tax on their own initiative no later than when applying for registration of title. Transfer tax is 3% of the purchase price.
The district bailiff will submit a property transfer notification to the National Land Survey of Finland.
Vacating the property
If the debtor uses the premises sold or stores property there, the buyer may request assistance from the enforcement officer to carry out an eviction after paying the purchase price. The eviction will, where applicable, follow the provisions of the Enforcement Code concerning eviction. The moving date must not, without compelling reason, be set earlier than one week or later than two weeks from the date the notice to move is served.
During eviction proceedings, the buyer may be authorised to dispose of low-value or worthless movable property as they wish. The buyer must be prepared to pay any costs arising from enforcement of the eviction. In practice, if movable property remains on the property, the buyer must pay for cleaning the property and disposing of the movable property.
Transfer of possession and ownership
The buyer obtains possession of the property sold once the purchase price has been paid in full. The buyer may not use the property in a way that reduces its value before receiving the deed of sale.
The buyer obtains ownership of the property sold upon receiving the deed of sale. The deed will be handed over once the purchase price has been paid in full and the sale has become legally final.
Other information
The property has been distrained and is sold by a free sale conducted by the enforcement officer, applying the general auction terms laid down in the Enforcement Code where applicable.
The sales prospectus is indicative and does not provide a comprehensive description of the property for sale.
Buyers are advised to familiarise themselves thoroughly with the property, the sales prospectus and the attached documents before submitting a bid.
The State has a right of pre-emption in the sale of real property if acquiring the property is necessary to ensure national defence, border control or border security, or to monitor or safeguard territorial integrity (Act on the State’s Right of Pre-emption in Certain Areas, 29 March 2019/469).
Persons from outside the EU and EEA may acquire real property in Finland only if a permit is granted for the acquisition (Act on the Permit Requirement for Certain Real Property Acquisitions, 29 March 2019/470). The buyer is responsible for obtaining the permit and fulfilling the obligations arising from it. Further information is available on the Ministry of Defence website.
Appeals
An enforcement appeal against the sale, or an act connected with or preceding the sale, must be filed within three weeks of the sale. Instructions for appeal will be attached to the sale decision.
